Site work and paving for a mixed-use development in Kirkwood, Missouri. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

This work shall consist of furnishing all labor, material, equipment, and traffic control devices and the production and placement of an ultrathin bonded asphalt wearing surface. Question Cutoff Date: 2/22/2022 06:00 PM (ET) Where inspected Work (in excess of three square feet) does not comply with the requirements, the Contractor shall replace rejected Work and continue specified maintenance until re-inspected by the City and found to be acceptable. Contractor shall procure and maintain a performance and payment bond (the "Bond") for the benefit of the City of Kirkwood ("City") as required by the laws of the State of Missouri and in an amount not less than 100 percent of the aggregate amount of the Contract. The Bond shall serve as security for the faithful performance of the Contract, including maintenance provisions, and for the payments of all persons performing labor and furnishing materials in connection with the Contract. The premiums on the Bond shall be paid by the Contractor. The Bond shall remain in full force and effect during the life of the Contract and during the term of any warranty required by the specifications and shall be held in the custody of the Director of Procurement The City reserves the right to reject any and all bids, including, without limitation, nonconforming, non-responsive, unbalanced or conditional bids. CITY will evaluate all conforming, responsive, balanced and unconditional bids and has the discretion to determine the lowest, responsible bidder. "Responsible" means that the Bidder has the technical expertise, purchasing &/or manufacturing capacity, product &/or service quality, and financial ability to accomplish the contemplated procurement. In determining a responsible bidder, the following may be considered: The ability, capacity, or skill of the bidder to perform the contract or provide the supplies, materials or services promptly or within the time specified, without delay or interference; the character, integrity, reputation, judgment, experience, and efficiency of the bidder; the quality of performance on previous contracts or services; the previous and existing compliance by the bidder with laws and ordinances relating to the contract or supplies, materials or services; the sufficiency of the financial resources and ability of the Bidder to perform the contract or provide the supplies, materials or services; the quality, availability and adaptability of the supplies, materials or services in the particular use required; the ability of the bidder to provide future maintenance and service for the use of the subject of the contract; and the number and scope of the conditions attached to the bid. This information is provided for general information and does not constitute part of the Contract. The successful Bidder shall comply with strict conditions of the Contract Documents. Should any conflict arise between this information and the Contract Documents, the Contract Documents shall prevail. Work by Contractor: 1. Install Temporary Traffic Control Devices as per the latest edition of the FHWA Manual of Uniform Traffic Control Devices. 2. Removal and Replacement of Concrete Sidewalk (4-inch thickness or greater) 3. Removal and Replacement of deficient ramps with concrete ADA curb ramps (7-inch thick) to be installed per specifications where existing ramps are located. 4. Removal and Replacement of Residential Concrete and Asphalt Approach (6-inch) 5. Removal and Replacement of Commercial Concrete Entrance (7-inch) 6. Asphalt and concrete curb and gutter spot repair as needed. 7. Base Repair as needed. 8. Place and remove advance notification signs along milling route. 9. Milling of the existing pavement and/or application of Type C Bituminous asphaltic wedge and leveling courses, as needed. 10. Butt Joint and Edge Milling of existing pavement to accept the Type A ultra-thin bonded wearing course. 11. Adjustment of manholes and Grated Inlets to Grade as needed. 12. Place and remove advance notification signs along paving route. 13. Placement of a Type A ultra-thin bonded wearing surface immediately preceded by an application of a warm Cationic Polymer Modified Emulsion Membrane (CPEM-1). The Cationic Polymer Modified Emulsion Membrane (CPEM-1) shall be spray applied immediately prior to the application of the Type A Ultrathin Bonded Wearing Surface overlay so as to produce a homogeneous wearing surface that can be opened to traffic immediately upon sufficient compaction and cooling. The finished wearing surface shall have a minimum compacted thickness of 1/2 inch. 14. Temporary stop bar and centerline striping shall be completed where it has been removed. 15. Asphalt curb sealing. 16. Backfill disturbed areas with topsoil, seed and straw. 17. Remove Temporary Traffic Control Devices.
