Deadline for questions August 10, 2022, 4:00 p.m. local time Notification of award October 24, 2022 Project to be advertised in Summer 2024 for a Summer 2024 construction. The City of Independence, Municipal Services Department, requests proposals from qualified consulting engineering firms to prepare preliminary engineering plans, right-of-way plans, legal descriptions, final plans, bid documents, and provide technical support services during construction for the 24 Highway Complete Streets Phase 3, a MoDOT cost-share project. 24 Highway Complete Streets Phase 3 from Wilson Rd to 400 feet West of Sterling Ave as a part of J4S3405 project from 500' West of River Blvd to Wilson Rd. The conceptual design and cost estimate were completed and found that the total cost estimate was more than $2 Million over the budget. Due to safety funds deadline, MoDOT staff and City staff decided to separate this project into two phases. Phase 2 - from 400 feet West of Sterling to 500 feet West of River Blvd. Phase 3 - Wilson Rd to 400 feet West of Sterling. The City submitted and received approval for a MoDOT cost share for Phase 3 project. This project will provide for the improvement of 0.603 miles of Route 24 in City of Independence from Wilson Road to 400 feet West of Sterling Avenue. The corridor improvements include offset intersections modification, sidewalks, shared use path, asphalt pavement, upgrading drainage, adding lighting, and signal replacements. The consultant will be responsible for additional survey tasks required to provide professional, technical and all other things necessary for preparing preliminary plan, right of way plan, final plan and PS&E package in time for Summer 2024 letting. In addition to the final design activities the consultant will be responsible for submitting RER at each project milestone, providing displays/layouts and information for utitlity clearance, right-of-way acquisition and a public meeting. The consultant will provide project support during the construction phase to help answer questions or evaluate value engineering proposals.
