This project is being let using a new single prime bidding and contracting process. DFD will publicly 25 bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first. Within 26 5 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder in each 27 applicable MEP division of work. These successful MEP bids must be included in all general prime contractor 28 bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will publicly open 29 general prime contractor bids. General prime contractor bids that do not include the successful MEP 30 bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible, 31 certified general prime contractor and this general prime contractor will enter into subcontracts with the 32 successful MEP bidders. In general, the work consists of underground utility renovations and replacement for the Horticulture 40 Building and the Educational Sciences Building. Work includes the concrete box conduit and 41 associated steam, condensate, and compressed air piping within the box conduit. The project includes 42 upgrades to utilities within the associated steam pits and building entrances and revisions to site storm, 43 water, and electric. Base Bids will be received as a single lump sum bid for: 4) Mechanical (Heating, Ventilating, Air Conditioning); and 5) Electrical. Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted. No pre-bid tour is planned for the project.
