Qualified individuals, firms, or consortiums are invited to submit a sealed proposal to the Town of Breckenridge (hereinafter referred to as "TOWN") to provide construction observation and materials testing services for 2022 Town projects; this includes the Coyne Valley Street Improvements, Watson Avenue Roundabout, Fiber Optic Broadband Construction, Riverwalk Extension, Broken Lance Sidewalk, Asphalt Overlay, and Concrete Replacement. The purpose of this solicitation is to bind a competent, experienced consultant into a formal Agreement with the TOWN to perform the work described in the Request for Proposals. This invitation should not be construed as a commitment of any kind on the part of the TOWN, nor does it commit the TOWN to pay for any costs incurred in the submission of a proposal package, nor for any costs incurred prior to the execution of a formal Agreement. Procedural and technical questions are to be submitted to Chris McGinnis, Civil Engineer IV, at chrism@townofbreckenridge.com. Questions shall be submitted no later than March 7th, 2022. The project primarily consists of construction observation and materials testing services for the following projects: Watson Avenue Roundabout This project includes a new multilane roundabout and approximately 1200 linear feet of roadway widening on Park Ave (SH 9) near Watson Avenue. Construction observation, materials testing and documentation services shall be in accordance with Colorado Department of Transportation Construction Specifications. The Watson Avenue Roundabout construction will generally include the removal of the existing intersection, earthwork, roadway sub-grade preparation, concrete sidewalks, concrete curb & gutter, concrete pavement, hot mix asphalt, stone retaining walls, storm pipe and inlets, lighting, signing and striping. Sampling, laboratory testing, and documentation of soils, concrete, asphalt as well as onsite observation, and testing may be required throughout the project, which is scheduled to occur from April 18 th , 2022 through October 21 st , 2022. General Consultant Task Items: 1. Prepare for and Conduct Materials Pre-Construction Meeting 2. Attend weekly progress meetings between Town, Contractor, and Engineer. 3. Create material testing frequency schedule (using CDOT Form 250 or other form) 4. Perform Project Acceptance Sampling and Testing 5. Perform Laboratory Verification Testing 6. Review and Approve Source Materials 7. Coordinate Assurance Testing and review Contractor's QC testing 8. Review and Approve Mix Designs (asphalt and concrete) 9. Notify Town and Contractor of any test results, observation, or other construction items not meeting CDOT or Town specifications 10. Compile, Check and Distribute Final Materials Documentation 11. Complete memo at end of project certifying that all materials and testing was completed per CDOT specifications and materials met CDOT specifications. General Estimated Construction Quantities (Approximate): - Embankment 1500 CY - Aggregate Base Course 2800 CY - Hot Mix Asphalt 4000 TON - Concrete C & G 5000 LF - Concrete Sidewalk 1000 SY - Median Concrete 4000 SF - Concrete Pavement 287 SY - Storm Pipe 2500 LF - Inlets, Manholes & Vaults 26 EA - DIP Water Line, Valves & Hydrants 50 LF - Light Standards and Bases 20 EA - Miscellaneous conduit, erosion control, signing, striping Proposals shall include recommended testing frequency to meet CDOT requirements with an estimate of staff time and costs. The Town is contracting with another third-party consultant to complete independent construction inspection and observation; this consultant will not be completing any material testing. However, the material testing consultant for this RFP shall make all test results and reports available to the Town, third-party consultant, and CDOT, who will review the documentation. The consultant for this RFP shall be expected to communicate any issues or test results not meeting specifications to Town, CDOT, and third party consultant, as well as providing coordination, explanation of results, and recommendations for any issues. Selection will be based on the following: - Qualifications and Experience with CDOT Materials Documentation - Approach to Work - Past performance, location and ability to respond to construction schedules - Ability to furnish professional services and abilities of personnel This project includes a new precast concrete arch culvert, pedestrian underpass, structural retaining walls, utility work, storm sewer, roadway widening, shared use path construction, and asphalt pavement work. Sampling and laboratory testing of soils, structural concrete, and asphalt paving, as well as on-site observation, compaction, and density testing will be required throughout the project, which is scheduled to occur April through September 2022. Testing schedule and frequency will need to occur throughout the project duration and shall be based on the following approximate quantities: Structure Backfill: 4000 CY Class 6 ABC: 820 CY HMA: 1050 TON Concrete Valley Pan: 1360 SF Concrete Class D: 600 CY HDPE Pipe: 1000 LF Precast Arch Culvert (50'x9'): 1 EA Precast Concrete Box Culvert (14'x11') DIP Water Main: 400 LF Sewer Main: 200 LF 2022 Fiber Optic Broadband Construction The 2022 Fiber Optic Construction project will include trenching, backfill, concrete replacement, and asphalt replacement on Ski Hill Road and other locations in the Town of Breckenridge. Sampling and laboratory testing of soils, concrete, and asphalt, as well as on-site observation, compaction, and density testing will be required throughout the project, which is scheduled to occur May through July 2022. Approximately fifteen days of compaction testing, five days of concrete testing, and ten days of asphalt testing will be required for the project. Broken Lance Sidewalk This project will include the construction of approximately 300 linear feet of sidewalk, curb and gutter, asphalt paving, storm sewer, and street lights on Broken Lance Road. Sampling and laboratory testing of soils, concrete, and asphalt, as well as on-site observation, compaction, and density testing will be required throughout the project, which is scheduled to occur May through July 2022. Approximately five days of compaction testing, five days of concrete testing, and two days of asphalt testing will be required for the project. Testing schedule and frequency will need to occur throughout the project duration and shall be based on the following approximate quantities: Concrete Sidewalk: 3355 SF Concrete Driveway Pavement (6"): 684 SF Curb and Gutter: 524 LF HMA: 135 TON Class 6 ABC: 55 CY HMA: 1050 TON HDPE Pipe (18 Inch): 189 LF Street Light Foundation: 9 EA Riverwalk Extension The project will include earthwork, sidewalk, and asphalt pavement on the riverwalk extension near Ski Hill Road. Sampling and laboratory testing of soils and asphalt, as well as on-site observation, compaction, and density testing will be required throughout the project, which is scheduled to occur in May & June 2022. Approximately five days of compaction testing and three days of asphalt testing will be required for the project. 2022 Asphalt Overlay The 2022 Asphalt Overlay Project will include 2" asphalt overlay, asphalt patching, and full depth asphalt replacement at approximately 10 locations throughout the Town of Breckenridge. On-site observation, compaction, and density testing will be required on each day of asphalt paving, for a total of approximately 30 days. Construction is scheduled to occur from May through July 2022. The project includes the following quantities: HMA Overlay (2"): 4400 TON HMA Full Depth Replacement (6"): 3500 TON The 2022 Concrete Replacement Project will include concrete replacement at various locations throughout the Town of Breckenridge. Sampling and laboratory testing of concrete, as well as on-site observation will be required on approximately 25 days of construction, at a minimum of 10 different locations. Construction is scheduled to occur from April through July 2022. Testing schedule and frequency will need to occur throughout the project duration and shall be based on the following approximate quantities: Concrete Sidewalk: 230 SY Curb Ramp: 11 SY Curb and Gutter: 2800 LF Gutter Type 2: 187 SY Concrete Cross Pan and Spandrel: 574 SY The proposal shall include the following information at a minimum: Organizational information of the consultant Project manager and personnel qualifications and availability for the project Recommended testing frequency per project Fee schedule which includes an estimate of all staff time, laboratory test costs, and all other anticipated costs required from the start to completion the project. Rate sheet for all staff time, equipment, and field & laboratory tests. The Town maintains the right, but no obligation, to award a contract to the proposer whose offer is deemed by the Town to be the most advantageous to the Town. If a proposer enters into a contract with the Town, they shall supply insurance certificates per the contract requirements, including liability insurance with limits of $1,000,000. Proposers are not required to submit proposals for all of the above listed projects, but may submit proposals for only a single project or a portion of the listed projects. The Town may award separate contracts to different proposers for the above listed projects or the Town may award one contract for all projects. The successful proposer shall enter into a contract with the Town of Breckenridge for the work.
