Request for Statement of Qualifications Consulting Firm Services for the North Bend Way Complete Streets Corridor Plan Overview The City of North Bend, WA, is soliciting Statements of Qualifications (SOQ) from qualified consulting firms to prepare the North Bend Way Complete Street Corridor Plan. The work to be performed by the consulting firm is discussed below. This project will be funded with Transportation Improvement Board (TIB) funds, but future design, right-of-way, and construction elements may be funded with federal, state, and/or local funds. A Local Improvement District (LID) to fund these elements is also a consideration. Scope of Work The City of North Bend is currently receiving funding through the TIB Complete Streets Program and is seeking to create a Complete Streets plan for the future buildout of the North Bend Way Corridor. The City has a complete streets policy in place and has been nominated by Department of Archaeology & Historic Preservation for the program. North Bend Way is separated into five sections per the City Standards: 1. Western city limits to South Fork Snoqualmie River 2. South Fork Snoqualmie River to Park Street Roundabout 3. Park Street Roundabout to Cedar Falls Way Roundabout 4. Cedar Falls Way Roundabout to SE 140th Street 5. SE 140th Street to 468th Ave SE The Complete Streets Plan shall include preliminary environmental permitting/documentation needs, right-of-way needs assessment, preliminary geotechnical investigation/reporting needs, utility replacement and relocation needs, cross sections meeting complete street policies, preliminary cost estimates for the work to be performed in the five (5) sections of North Bend Way noted above, conceptual drawings at major intersections and funding implementation strategies. The plan will also engage property and business owners, residents of adjacent neighborhoods, and other stakeholders to create a community-based context sensitive plan that includes unified streetscape design and multi-modal transportation improvements.
