TRAFFIC WARRANT ANALYSIS AND DESIGN. Project Background The Township of West Milford is seeking proposals for engineering services for a warrant analysis, traffic signal design, construction inspection and as built for Union Valley Road, Greenwood Lake Turnpike, Lakeside Road and Stainsby Road due to concerns regarding traffic volumes, delays, turning movements, accidents and pedestrian safety. If a traffic signal is warranted for the intersection, the Township seeks to obtain an "Authorization to Design New" The selection of a vendor to provide professional engineering services is not subject to the provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. The selection is subject to the "New Jersey Local Unit Pay-to-Play" Law, N.J.S.A. 19:44A-20.4 et seq., and Township of West Milford Ordinance 2006-020 (copy attached to the RFP). The Township has structured a procurement process that seeks to obtain the best services on behalf of the Township while establishing a competitive process to assure that each person and/or firm is provided an equal opportunity to submit a proposal in response to this RFP. A professional services contract will be awarded as provided by law at a public meeting. The method of contractor selection has not been determined at this time.
