Demolition, site work and new construction of a civil project in Dover, Wisconsin. Completed plans call for the demolition of a water / sewer project; for the construction of a water / sewer project; and for site work for a water / sewer project.

The work, officially known as "Lift Station No. 1, 2, 3 and 4 Improvements", consists of the construction of four new lift stations to replace the existing stations, including the construction of a new wet well, above grade valve vault, sewer, force mains, replacement of the existing emergency power system, and demolition of the existing lift station. The work also includes site work improvements, electrical, and other ancillary work at the stations and at the treatment plant required to accomplish the modifications. SUBSURFACE INVESTIGATION REPORTS: Included in the Contract Documents. WAGE RATES: Contractors are required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts, which requires that all laborers and mechanics employed by contractors and subcontractors performing on projects funded in whole or in part with federal assistance to be paid wages not less than the locally prevailing rates, as determined by the U.S. Department of Labor. Copies of the federal wage rate determination will be on file at the addresses listed for inspecting Bidding Documents and will be included in the Contract Documents. OTHER PROVISIONS: The Contract letting shall be subject to the applicable provisions of the Wisconsin Statutes, Section 66.0901, 200.11, 779.15. In connection with the performance of work under this contract, the Contractor agrees not to discriminate against any employees or applicant for employment because of age, race, religion, color, handicap, sex, physical condition, developmental disability, or national origin. This provision shall include, but not be limited to, the following: employment, upgrading, demotion, or transfer; recruitment or recruitment advertising; layoff and termination; rates of pay or other forms of compensation; selection for training, including apprenticeship. The Contractor further agrees to post in conspicuous places, available for employees and applicants for employment, notices setting forth the provisions of this non-discrimination clause. The award of a Contract under this Invitation to Bid is contingent upon the Owner receiving a loan from the Wisconsin Clean Water Fund. This procurement will be subject to regulations contained in NR162, Wisconsin Administrative Code and appropriate State Statutes. Any contract awarded under this Invitation to Bid must demonstrate positive good faith efforts to utilize disadvantaged business enterprises (DBE), including women owned business enterprises (WBE) and minority-owned business enterprises (MBE). DBE, including WBE and MBE, are encouraged to submit Bid Proposals. Prime bidders are strongly encouraged to submit an advertisement to an industry trade publication or regional newspaper to meet the good faith efforts required. Failure to comply with these provisions could result in bid rejection. Federal law P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an "American Iron and Steel (AIS)" requirement in section 436 that requires the Clean Water State Revolving Fund assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. Bidders must certify that they have reviewed and understand the requirements for the use of AIS in the Work. BID SECURITY: Bids shall be accompanied by a certified or bank check or a Bid Bond on the prescribed form payable to the Owner in an amount not less than 5% of the Total Base Bid as guarantee, that if the Bid is accepted, the Bidder will execute and file the Agreement, Performance and Payment Bonds, and Insurance Certifications, as required by the Contract Documents, within 15 days after the Notice of Award. BID REJECTION/ACCEPTANCE: The Owner reserves the right to reject any and all Bids, waive any informalities in bidding or to accept the Bid or Bids, which best serve the interests of Owner. BID WITHDRAWAL: No Bid shall be withdrawn for a period of 90 days after the scheduled opening of the Bids without the consent of the Owner.
