The California Department of Parks and Recreation (DPR) is requesting Statements of Qualifications (SOQ) for Architectural and Engineering Services for projects located in the California State Park System for the discipline of Wastewater Engineering. Services for potential projects include, however are not limited to, some or all of the following: study, planning, schematics, preliminary design, design development, preparation of construction documents, estimating, specification writing, obtaining permits from state agencies such as the State Fire Marshal and the Access Compliance Section of the Division of State Architect delegated to DPR. Potential projects will include, however not be limited to, septic systems and small packaged treatment plants; screening facilities; trickling filters; chlorine disinfection systems; chemical storage and feed systems; solids handling and disposal facilities; collection systems, duplex lift stations, pipe bursting, cured-inplace linings; electrical, instrumentation, and communications systems; back-up generation; and associated buildings, enclosures, and support systems. Firms (Contractors) will be selected and designated to perform Professional Services throughout Central and Northern California. All questions concerning this RFQ shall be submitted in writing directly to the designated point of contact, Krystal L. Olson, Contract Analyst, at Krystal.Olson@parks.ca.gov prior to 2 p.m. Twenty-One (21) days prior to SOQ submittal Deadline. ANTICIPATED NOTICE TO PROCEED August 2022 DPR encourages Small Business Enterprises (SBE) to submit SOQs; however, under the contracting law for Architectural and Engineering Services agreements, preference cannot be given to an SBE in the selection process. The small business preference is not applicable for RFQ solicitations because the cost is negotiated with the most qualified firm. However, DPR encourages small businesses to participate in the RFQ process. DPR strongly encourages Contractors responding to this solicitation to consider partnering with qualified California Certified Small Business Enterprises (SB) to foster working partnerships with the small business community. DPR reserves the right to reject any or all SOQs received in response to this RFQ, to cancel this RFQ or to terminate the selection proceedings at any time, if DPR determines such action is in the best interest of DPR. Award of Agreement, if made, will be in accordance with this RFQ to a firm deemed to be the most highly qualified to perform the required services. The method of contractor selection has not been determined at this time
