The intent of this Request for Proposal ("RFP") is for the County of Loudoun, Virginia (County) to obtain proposals from qualified consultants to provide roadway and civil design services and construction support services for the Improvement of Route 7 from Route 9 to the Dulles Greenway. This work will include the widening of Route 7 between Route 9 and the Dulles Greenway and associated bridge improvements. This project will have multiple phases with Phase I focusing on planning, National Environmental Policy Act (NEPA) review, field investigations, traffic analyses, preliminary design, and the development of a NEPA document. Subsequent to Phase I, the County will formulate a strategy for executing the project using either a design-build or design-bid-build procurement method. Once the procurement method is determined, the selected Offeror will be responsible for performing the necessary design work and will support right-of-way acquisition, utility relocation, and procurement efforts, and provide assistance during construction. These activities will be designated as Phase II. If the County decides to utilize a design-build procurement method, the successful Offeror and associated subconsultants will be excluded from participating in a design-build team for this project. Please note that the Consultant's proposal will be evaluated on the full scope of the Project, Phases I and II. Upon contract award, only the cost for Phase I will be negotiated. The Cost for Phase II will be negotiated when the County determines the method of construction. The method of contractor selection has not been determined at this time.
