All interested businesses having the capability to perform the work described below should note the following: The solicitation will be issued electronically on the website at https://www.sam.gov/. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on https://www.sam.gov/ without registering. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at https://www.sam.gov/. You are also required to have a Unique Entity ID (UEID) number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated on/about June 1, 2022. This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. The NAICS Code for this requirement is 237110 - Water and Sewer Line and Related Structures Construction with a size standard of $39.5 million. Title of Project: YELL 310402 Rehabilitate/Replace Canyon & Grant Village Wastewater Treatment Systems and Collections, YELL 311631 - Replace Mammoth Wastewater Collection System, 310533 - Old Faithful Wastewater Treatment Facility Description: This design-build solicitation will address deficiencies associated with the Canyon Village, Grant Village, and Mammoth collection systems as well as deficiencies associated with the Canyon Village and Grant Village wastewater treatment systems and the Old Faithful water treatment system. The determination to combine wastewater collection systems and treatment systems at Yellowstone National Park locations into a single project as a result of the analysis completed during market research, which is outlined below. The Grant Village wastewater treatment system's scope of work includes replacement of headworks, process tanks, sludge handling, and advanced wastewater treatment processes, replacement of pumps, motors, blowers, tanks, piping, controls, and buildings that house treatment processes, rehabilitation or replacement to one lift station and controls, back-up generators and controls, and enclosures. Additionally, the installation of treatment process supervisory controls, data, and telemetry. The Grant Village project will also rehabilitate the collection system and mains that collect and convey wastewater within the Village to the Grant Wastewater Treatment Plant. The Canyon Village wastewater treatment system's scope of work includes replacement of headworks and sludge handling, as well as rehabilitation of select upgrades to wastewater treatment process. Additionally, the installation of collection and treatment process supervisory controls, data, and telemetry. The Canyon Village project will also rehabilitate the collection system and mains that collect and convey wastewater within the Village to the Canyon Wastewater Treatment Plan, rehabilitation of one lift station and replacement of one lift station. The Old Faithful wastewater treatment system's scope of work will address treatment process improvements at the Old Faithful Water Treatment Plant. The existing treatment building will be replaced with a new treatment building to house an arsenic removal system which will include chemical storage tanks, chemical feed pumps, mixers, valves, piping, instrumentation, controls and settling basins. The project will also include replacement of the treatment plant electrical service and the motor control center, which will be sized to accommodate the new equipment. An existing pre-sedimentation pond will be regained to improve the treatment process. The existing treatment facility will be utilized during construction to allow for continued production and treatment of water during the construction period. Components of the raw water intake system will also be repaired or replaced and secured from tampering. Approximately 4,000 linear feet of finished water pipeline made of Techite brand pipe material will also be replaced. The Mammoth portion of the project will rehabilitate the sewer main that collects and conveys wastewater from Mammoth Hot Springs to the wastewater treatment plant in Gardiner, Montana. A significant portion of this wastewater line is located directly under the Park's North Entrance Road, which experiences heavy traffic during high-visitation months. Magnitude of Construction: Greater than $10 million Completion Date: 1125 calendar days after issuance of Notice to Proceed (NTP) Proposal receipt date will be approximately 30 days from issue date of solicitation A pre-proposal meeting may be posted, and date/location will be noted in the solicitation. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
