**As of April 6, 2022, project was awarded to Royal Electric, awarded amount is $185,185.** These proposals shall be for furnishing all labor, material, tax, transportation, equipment, and services necessary for the construction of all work covered by AIP Project No. 3-06-0043-2022, New Beacon and Beacon Tower, Chowchilla Municipal Airport, Chowchilla, California. Further information and Instructions for Bidders may be obtained from the City of Chowchilla at City Hall. Any questions regarding the materials contained in the Contract Documents should be directed to the Design Engineer, Melissa Brandley of Brandley Engineering, at mbrandley@rwbrandley.com. Contract Time. This work shall be constructed in accordance with details as shown on the plans and described in the specifications for this project. The construction work for the entire project shall be completed within one hundred twenty-five (125) calendar days. For details of phasing, see the Special Conditions Section (7), Progress of Work and Time of Completion, of the specifications. Bidder's Bond. Bids must be from an appropriately licensed contractor, must be sealed and accompanied by cash, a certified or cashier's check, equivalent to ten percent (10%) of the proposal, payable to the order of City of Chowchilla, to guarantee that if a proposal is accepted, a contract will be entered into and its performance secured. A Bidder's Bond to like effect and amount with a corporate surety will be acceptable for this project. Bids must be in writing and signed by or on behalf of the bidder. Award of Contract. The contract will be awarded on the basis of UNIT BID price and will provide for progressive payments and liquidated damages as fixed in the specifications. All proposals must be made on the forms as contained in the specifications for the previously described project and shall in all respects comply with the Instructions to Bidders and Contract Documents. Bids must be in writing and signed by or on behalf of the bidder. The award of this project is contingent upon a grant offer from the Federal Aviation Administration and acceptance of the grant offer by the City of Chowchilla. Bonding Requirements. The successful bidder or bidders will be required to furnish a Performance Bond for 100 percent of the contract price to secure fulfillment of all the bidder's obligations under such contract. The successful bidder will further be required to furnish a Payment Bond for 100 percent of the contract price to assure payment as required by law of all persons supplying labor and material in the execution of the work provided for in the contract. Federal Provisions. The work to be done is being financed in whole or in part by means of a grant made by the United States acting through the Federal Aviation Administration of the Department of Transportation. Pursuant to Section 1770, and following, of the California Labor Code, the Contractor shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Ifa discrepancy exists between these two determinations, then all labor on the project shall be paid the higher of the two minimum | wage rates. Contractor's License Classification: The contractor must at the time of the award of the contract have a valid California Contractor's License of the classification required for work proposed under this contract by the California Contractor State License Board, and the value of the Contract may not exceed the limit on the license. DIR Registration: In accordance with Senate Bill 854 (SB 854), all contractors submitting a bid for this project must be registered with the Department of Industrial Relations (DIR). All contractors and subcontractors who bid and work on any City-awarded public works project must be registered. The City of Chowchilla reserves the right to reject any and/or all bids or to utilize any alternate procedures as authorized by California Public Contracts Code Sections 20166 and 20167, and accept such bids as are to the best interest of the City. The City reserves the right to waive an informality or irregularity on a bid. No bidder may withdraw his bid for a period of one hundred twenty (120) days after the date set for the opening thereof. The City reserves the right to waive any informality or irregularity in a bid.
