The City of Owen Sound is requesting proposals from engineering consultants (hereinafter referred to as "consultant") to undertake professional services as described herein to provide complete consulting services for the completion of 3 Bridge and Culvert Inspection reports and 3 Retaining Wall Inspection reports in accordance with the Public Transportation and Highway Improvement Act. The Consultant will provide one report every year, for 6 years, alternating between the Bridges and Culvert reports in 2022, 2024 and 2026 and the Retaining Wall inspection reports in 2023, 2025 and 2027. The duration of this contract will be from award in 2022 until the final report is submitted in the Fall of 2027. This assignment includes the structural inspection and reporting of 27 bridges/culverts and 42 retaining walls as shown in Figures 1 and 2. Under the current Public Transportation and Highway Improvement Act, bridges/culverts structures are required to be inspected every two years in accordance with the Ontario Ministry of Transportation - Ontario Structure Inspection Manual (OSIM) and the City follows this imperative for retaining walls as well.
