The U.S. Forest Service is soliciting a Request for Quotes (RFQ) to establish Blanket Purchase Agreements (BPA) for prescribed burn support. Services will be performed within the states of Oregon and Washington on Forest Service and Bureau of Land Management (BLM) lands. The BPA will require contractors that can provide all qualified/trained personnel, equipment and supplies (except those specified as Government furnished), tools, materials, supervision, transportation, lodging, and services necessary to perform wildfire hazard reduction through prescribed burning and mop-up operations, and related services. The contractors may be delegated responsibility for complete planning and implementation of prescribed burn operations. Contractors shall also be capable of performing work necessary to conduct fire line construction and/or maintenance (mechanical and/or hand line), brushing/lopping/scattering/pruning for vegetation modification in preparation for prescribed burning, fuels pullback, ignition, holding/suppression, snag felling, mop-up and patrol, fire line and road access repair. Established BPAs will describe the ordering procedures of new requirements, and identify terms and conditions that will be incorporated into awarded task orders. The Government will compete all requirements among all companies awarded a BPA, and issue an awarded task order (BPA call) to the contractor that represents the best value. Overview This is a non-personal service BPA for prescribed burn support performed within Oregon and Washington on national Forest Service and Bureau of Land Management (BLM) lands. To acquire services, the U.S. Forest Service will award multiple Blanket Purchase Agreements (BPA) with qualified companies (BPA holders). BPAs are not contracts, and do not obligate any funds. The Government may offer a funded task order (also known as a BPA call) under this BPA for services, and the task order will become a contract once the BPA holder accepts the award. The Government is obligated only to the extent of authorized purchases actually made under the BPA. The Government neither guarantees a minimum number of task orders, nor a minimum award amount. The Contracting Officer administrating the BPAs (BPA CO) will review each annually to ensure that they are still beneficial to the Government. Period of Performance The BPA period of performance is from date of award to 1 January 2030. To meet the needs of the Government, new BPAs may be awarded at any time during the period of the initial BPAs. New BPAs will have the same completion date as the initial BPAs. 3. Cancellation of BPA Either party may cancel this BPA at any time upon at least 15 days written notice. The BPA holder's cancelation notice shall be sent to the BPA CO. The BPA holder must still complete any active task orders. 4. Purchase Limitation Individual task orders will not exceed the Simplified Acquisition Threshold (SAT). The SAT is defined in FAR 2.101. 5. Pricing The BPA holder shall keep the BPA CO informed of changes to their unit pricing identified in this BPA's Schedule of Items. The pricing is an average price assuming common fixed costs, variable costs, and profit to complete work under each line item. BPA pricing is not binding, only pricing in an accepted task order is binding.
