This Request for Proposals ("RFP") is an invitation by the District of Summerland (the "District") to prospective Proponents to submit non-binding Proposals for the provision of annual pavement marking services (the "Project"), as further described in Section 2 - Deliverables (the "Deliverables"). Nestled in the heart of the Okanagan Valley in Southern British Columbia, the District is a municipality of approximately 12,000 residents with an unparalleled blend of rural, agricultural and urban living. Summerland is a friendly town and is known for its beautiful beaches, scenic biking and hiking trails, mountains and vineyards, and agricultural backbone. The objective of the Annual Summerland Pavement Marking Project is to re-paint all traffic line markings within the District of Summerland, both in urban and rural areas. The 2022 Annual Pavement Marking is anticipated to commence on April 1, 2022, and shall be completed in two (2) phases: 1) Crosswalks, must be completed May 15, 2022; and 2) Remaining Pavement Marking, must be completed by June 15, 2022. As further defined in Appendix A, the Scope of Work includes: - Painting of all District locations as identified and prioritized by the District; - Usage of only BC Ministry of Transportation and Infrastructure approved paint; - Painting is completed to the BC Ministry of Transportation and Infrastructure specifications; - Compliance with the Ministry of Transportation and Infrastructure Traffic Control Manual for Work on Roadways (MoTI), latest edition; - Adherence to the applicable regulatory requirements of WorkSafeBC; - Individual work sites are cleaned up upon completion and disposal of materials is compliance with the District of Summerland Bylaws; The District intends to commence the spring sweeping of District roads in March 2022. Anticipated to take two (2) months to complete, this weather dependent spring sweeping project will start in the lower town area and work up to the higher elevations. The successful Proponent will work with the District to define a Project schedule to complete the 2022 Annual Pavement Marking. Additional information may be found within the RFP. Proposals submitted in any other manner will be disqualified. Proposals must be received no later than the RFP Closing Date and Time. It is solely the responsibility of the Proponent to ensure that the Proposal is received on time. Term of Engagement: The successful Proponent should be prepared to commence work immediately after the Agreement is executed and a Notice to Proceed is issued by the District. The Agreement shall be valid for a period of one (1) year with the option to renew for two (2) subsequent one-year periods, upon the mutual agreement of both parties. Conditions for Participation and Requirements to Request to Participate: Proponents must download the RFP documents from the District website and submit a proposal as per the instructions in the RFP. The Supplier shall provide the District with proof of the following prior to beginning work on this project: . A Business License that allows the Supplier to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality). . WorkSafe BC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing. . Commercial General Liability Insurance coverage in the amount of $5,000,000 as per the requirements detailed in Appendix B - Form of Agreement. . Automobile Liability Insurance coverage in the amount of $5,000,000 as per the requirements detailed in Appendix B - Form of Agreement. . All-Risk Property Insurance coverage as per the requirements detailed in Appendix B - Form of Agreement. Procurement Method: Request for Proposals. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).
