The professional consultant selected for this project should perform services that would result in a streamlined, user-friendly All Hazards Mitigation Plan (for the 2023-2028 period) that is compliant with FEMA requirements. Relevant tasks would include: A full evaluation of the current plan, updating and reorganizing content as needed. A summary of the planning process, to include the approach for reviewing and updating the current plan. A full update of the general community profile. Opportunities for community engagement, envisioned to include preparation for and facilitation of several work group meetings. The identification of current hazards and a risk assessment for Outagamie County. The identification and prioritization of mitigation strategies, including a description of implementation steps for high-priority mitigation strategies. Plan adoption, involving one public hearing. The deadline for vendor questions will be noon CT March 16, 2022. Email all questions to Nicole.Schoultz@outagmaie.org. All questions will be answered by end of day March 18th. They will be answered online at www.outagamie.org under Bids & Proposals then this project. The consultant shall provide a project timeline in their proposal, to include milestone dates for the completion of key tasks and/or phases. The timeline should be based on a notice of award date of April 29th. The current plan expires in October of 2022. Knowing that this deadline will not be met, the consultant should provide a completion date that is as close to October 2022 as is reasonably possible. Outagamie County reserves the right to request clarifications for any proposal. The method of contractor selection has not been determined at this time.
