The work consists of demolishing the water and meter shop building located within the City Yard and abatement and removal of the asbestos and lead per the contract documents and reports for the City of Whittier, Los Angeles County, State of California. Contractor shall furnish all necessary labor, tools, materials, appliances, and equipment to complete the project and be responsible for obtaining necessary permit(s) for the project from the City of Whittier and other Agencies. CNS has performed a Demolition Asbestos Survey and Lead Paint Inspection for demolition project for the Water Division Buildings located at 12016 Hadley Street in the city of Whittier. Any additions or deletions from our scope of work are discussed in the appropriate sections of this assessment.The Water Division Building has metal roof and exterior walls. The interior walls and ceilings include wallboard, wood and ceiling tiles. The project calls for removal of exterior metal or possible demolition of the building. The Asbestos Survey was performed on November 20, and December 7, 2017 by Mr. Edward D. Spinney, a California Division of Occupational Safety and Health, Certified Asbestos Consultant, (#00-2795). Suspect asbestos containing materials (ACMs) sampled during the survey included friable and non-friable suspect materials. The Lead-based Paint Inspection was performed on November 20, and December 7, 2017 by Mr. Edward D. Spinney, a California Department of Public Health Certified Lead Inspector/Assessor, (#6073) Suspect lead-based paints sampled during the inspection included interior and exterior painted surfaces. Each bid shall be made on the proposal form furnished by the City of Whittier herewith and shall be in accordance with the plans, specifications and other contract documents and shall be accompanied by a certified check, cashier's check or bidders' bond, payable to City of Whittier in a sum not less than ten percent (10%) of the amount of the bid, as a guarantee that the bidder will enter into the contract for the work, the full amount of such guarantee to be forfeited to City of Whittier should said bidder fail to enter into said contract. The successful bidder will be required to furnish a Faithful Performance Bond in the amount of not less than one hundred percent (100%) of the contract price, a Labor and Material Bond in an amount of not less than one hundred percent (100%) of the contract price, said bonds to be secured from a surety company authorized to do business in the State of California, and to be subject to the approval of the City Attorney. The Contractor shall commence ordering all necessary materials within ten (10) working days after notification that the contract has been executed and shall be completed within twenty (20) working days after date set forth in the Notice to Proceed City of Whittier reserves the right to reject any or all bids, to accept any portion of any bid, to waive any informality in a bid, and to make awards in the best interest of the City.
