The Atwater Street Parking Garage is underneath Eastbound Jefferson, the plaza, and the traffic circle. The construction of the road level, from the bottom upis the roof of the garage, a waterproofing layer with protection board, a sand layer, geofoam, a protection membrane over the Geofoam, approximately nine - (9) inches of compacted gravel and reinforced decorative concrete. Within the traffic circle that defines the area of placement of the sculpture, there is no reinforced decorative paving, only soil, plantings, irrigation and electrical piping and mulch over the compacted gravel layer. b. The existing concrete curb that defines the traffic circle is to remain. The approximate eighteen - (18) inches of topsoil and plantings within the traffic circle are to be carefully excavated, as not to damage the Geofoam protection membrane or the existing electrical & irrigation piping. If the topsoil removed is greater than eighteen - (18) inches, a three - (3) inch mud-mat is required to be installed. c. Coordination with the DRCFA's Electrical Contractor is required for placement of required PVC conduits for the sculpture's lighting. d. A layer of plastic is to be furnished and installed, along with epoxy coated reinforcing and the concrete base layer which slopes from approximately eighteen - (18) inches thick to twenty-seven - (27) inches thick per the design documents.
