Highway 99 Revitalization Project from 244th St. SW to 238th St. SW (identified as Stage 3) and Highway 99 Revitalization Project from 224th St. SW to 220th St. SW (identified as Stage 4) Scope: The City of Edmonds, Washington is soliciting a statement of qualifications (SOQ) from individuals or firms interested in providing design, environmental, and right of way services for Stage 3 and design and environmental services for Stage 4. STAGE 4 IS A FEDERALLY-FUNDED project, through Surface Transportation (STP) for the Design Phase. PHASE 3 should also follow FEDERAL REQUIREMENTS since Federal funds will most likely be included as part of the construction phase. A DBE goal of 8% has been established for Stage 4 and no goal is applicable for Stage 3. Statements of Qualifications shall be limited to single space, typewritten pages, (minimum 12 point font) and shall be no more than 25 pages (including resumes) and bound in a single volume. A page is defined as one side of an 8 1/2 by 11 inch page. Selection Process: Submittals will be evaluated and ranked based on the following criteria: 1. Project approach (including approach to meeting DBE goal); 2. Qualifications/Experience of Project Manager; 3. Qualifications/Experience of Project Team; and 4. Past Performances/References.
