Site work for a road / highway in Manitowoc, Wisconsin. Completed plans call for site work for a road / highway.
This will be a rather unique pavement marking project. The City of Manitowoc intends to convert the existing One-Way street pair through Downtown Manitowoc to Two-Way traffic. This project will require proper phasing or sequencing of the work in order to have a successful project and a smooth transition for the 2-Way traffic. The One-Way streets being converted to Two-Way traffic are as follows: North 11th Street - Waldo Blvd to North Water Street North Water Street - N. 11th St. to N. 10th St. N. 10th Street - North Water Street to Manitowoc River Bridge S. 10th Street - Manitowoc River Bridge to Washington Street South 8th Street - Washington Street to Manitowoc River Bridge North 8th Street - Manitowoc River Bridge to Waldo Blvd. The 8th Street corridor is currently a one-way street northbound. The 10th/11th Street corridor is currently a one-way street southbound. The City of Manitowoc has already let a separate contract for geometric changes that are necessary to accommodate the conversion of traffic to two-way at 3 intersections. The intersections with the proposed geometric changes are North 8th and Waldo Blvd., N. 10th and N. Water St., and N. 11th St. and Menasha Ave. These intersections will have the pavement marking completed under that separate contract. The geometric changes at these three intersections have been shown or depicted on the plans. The completion date for these intersections is July 1st. It is the intent of the City of Manitowoc to have the Contractor begin work on or after July 6th, so that no pavement marking work (including any preparation work) will be permitted prior to July 6th. Once the Contractor starts work on the project, it will be very important for them to remain on this project. The City of Manitowoc intends to go-live or begin Two-Way traffic operations on these streets on or about August 17, 2022. Therefore, the pavement markings must be completed about 2-3 days prior to this date or August 15, 2022. The City of Manitowoc shall require the Contractor to complete the pavement markings on the east side of the 8th Street Corridor and the west side of the 10th/11th Street Corridors prior to beginning any work on the opposite side. We want it completed in this manner so that traffic is on the proper side of the road when it is time to implement the two-way traffic. It is anticipated that the double yellow centerline shall be completed during the final phase of the pavement markings, which would be during the work on the west side of the 8th Street corridor and on the east side of the 10th/11th Street corridors. The City of Manitowoc believes that the best way to accomplish this project is to complete the work in 3 separate phases. The work on the N. 10th/N. 11th Street corridor shall be completed first. Then, proceed to work on Washington Street from South 8th to South 11th Street. Finally, the last phase of work on the 8th Street corridor would be completed. The City of Manitowoc believes that all work should be completed first on the 10th/11th Street corridor and then open that corridor to 2-Way Traffic. Then, we would close Washington Street from South 8th to South 11th Street in order to complete pavement markings in this area. The City of Manitowoc Department of Public Infrastructure would set up the Detour route for the Washington St. closure. The detour route would be South 11th Street northbound to Franklin Street and Franklin St. back to S. 10th or S. 8th Street. Once, the work on Washington Street is completed, the traffic on Washington Street will be allowed to go northbound on S. 10th Street, which should reduce the amount of traffic going to S. 8th Street. So, it should make it easier for the Contractor to complete the work on the 8th Street corridor if S. 10th Street is already functioning as a 2-way street. The City of Manitowoc would consider other options for the sequencing or phasing of the project, if the Contractor feels that they have a better or more efficient plan. This project consists of Retracing some pavement markings (parking stalls and crosswalks, etc.) with epoxy paint and Remove and New Pavement Markings on N. 11th Street, North Water Street, N. 10th Street, S. 10th Street, Washington Street, S. 8th Street and N. 8th Street to allow for the new two-way traffic pattern.
