Headgates Dam is located 7.5 km southwest of Lumby, BC and impounds the Harvey Lake reservoir, the intake for the Regional District of North Okanagan’s Duteau Creek source. Several upgrades are required at the dam to improve safety, streamflow characteristics, and spillway capacity. The work of this contract generally comprises the following: 1. Braided Channel Works The Braided Channel Works are located along Duteau Creek, upstream of Harvey Lake and the Headgates Dam. Granular bedload has been deposited at the creek outlet to Harvey Lake, and the existing bypass pipe has been exposed as a result of erosion along the left creek bank. This scope of work includes placement of riprap to protect the exposed bypass pipe, excavation of the deposition area at the creek’s entrance to Harvey Lake, and placement of new material along the creek bank to protection from erosion and avulsion. It is intended to prevent formation of secondary channels due to overtopping of the creek banks, and to protect the existing concrete bypass pipe on the west side of Harvey Lake. 2. Confined Space Safety Improvements The Confined Space Safety Improvements are located at the isolation valve chamber downstream of the Headgates Dam Screening Room (north of Harvey Lake). Application of resin coating and fiberglass reinforcement shall be performed by qualified personnel experienced in the selection and application of similar wraps, to protect the existing butterfly isolation valves and corroded sections of metal piping. 3. Screening Room Sluice Gate Installation The Sluice Gate Installation is located at the screening room inlet on the upstream face of the Headgates Dam. The Owner has procured sluice gates directly from a supplier, Summit Valve, who have delivered the gates to site. The scope of work is to remove the existing gates; coordinate with the supplier; install the Owner-supplied gates; and complete trash rack modifications as required to suit the new gates. Spillway Upgrades The Spillway Upgrades include construction of a new spillway, weir, and auxiliary site grading and access road modifications. The new weir will be a concrete capped steel sheet pile wall with a riprap lined spillway channel downstream. The weir and spillway channel will be constrained on the east side with a steel sheet pile wall. The west side of the weir will be tied into the existing grade with concrete and a trench in the existing bedrock. The spillway forebay would be lined with a durable rock surface to provide equipment access to both spillways for maintenance and to clear debris. 5. Lower Duteau Creek Scope of work includes riprap fill along the banks and creek bed of Lower Duteau Creek, as well as grouted riprap creek bed stabilizers, to provide erosion protection. A concrete gauging station is proposed just upstream of the existing bridge, including a cast-in-place concrete weir, precast measurement manhole, instrumentation, and electrical conduit routing to the existing chlorination building. 6. Log Boom Replacement Under the Log Boom Replacement scope, the existing wooden log boom will be removed and replaced with an HDPE boom. The scope of work will include installation of cast-in-place anchor points and placement of the new boom across Harvey Lake.
