Enclosed is a Notice to Bidders for the construction of the subject project. It involves the construction of an 18" water transmission pipeline (16,740 feet), air release valve installations, blow-off valve installations, polyvinyl chloride (PVC) pipe, cement mortar lined and tape wrapped (CMLTW) or epoxy lined and coated (EXLC) steel pipe, pipeline connections and miscellaneous appurtenances. The preliminary engineer's estimate for this work is $8,000,000 to $8,200,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The bids must be accompanied by a certified check or bidder's bond for ten percent (10%) of the amount of the bid and made payable to City of Avenal. The certified check or bidder's bond shall be given as a guaranty that the bidder will enter into a contract, if awarded a contract, and will be declared forfeited if the bidder refuses or neglects to enter into said contract within 10 days after being requested to do so. The successful bidder will be required to furnish a performance bond in an amount equal to one hundred percent (100%) of the contract price and a payment bond in an amount equal to onehundred percent (100%) of the contract price, said bonds to be secured from a financially responsible surety company, satisfactory to the City of Avenal, authorized to do business in the State of California. City of Avenal reserves the right to reject any or all bids, to waive informalities in the bid, and to postpone the date of bid opening.
