Items to be supplied for each pump shall include, but shall not be limited to the following: 1. Butterfly valve, lug type on inlet and outlet of pumps. 2. Liquid filled pressure gauge (valves on pressure gauges) on inlet and outlet. 3. Food grade propylene glycol as required to maintain 42-45% concentration. Original propylene glycol was Niagara kv liquid pm-6534. Equivalent is now as supplied by Alfa Laval Inc. If adding to existing glycol solution, it shall be necessary to verify compatibility. 4. Triple duty valve on discharge. 5. Suction diffuser with strainer on inlet 6. Inlet and outlet braided stainless steel flexible connectors 7. Drain with valve at pump. 8. Check valve on the outlet of pump. It is required to provide all labor and material to replace chilled water pumps, GP-10, GP-11, and GP-12 which are located in the penthouse mechanical room of Bldg. #17 at the U.S. Meat Animal Research Center. This shall include the pumps, motors, steel bases, gaskets, bolts, nuts, spacers, shims, equivalent propylene glycol solution as needed, pump and pipe insulation, electrical fuses, electrical wire, miscellaneous electrical parts, starter heaters, vibration isolation mounts, pipe, pipe fittings, and all other material for fully functional and a complete pumping system. Contractor shall be responsible for proper fit of pumps and piping and all activities necessary to accomplish this work. This is a combined synopsis/solicitation for commercial item with commercial services prepared in accordance with the format in FAR subpart 12.06, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12805B22Q0143 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2022-01. The associated NAICS Code is 238220 and the Small Business Size Standard is $16.5M. The USDA, Agricultural Research Service - USMARC, Clay Center, NE has a construction requirement for the Replacement of Chilled Water Pumps as per the SOW. The Government intends to award a firm fixed price construction purchase order. The requirements are further detailed in the attached Requirements Document. The DELIVERY ADDRESS is: USDA ARS U.S. Meat Animal Research Center PO Box 166, State Spur 18D Clay Center, NE 68933 AGAR 452.237-71--Pre Bid/Pre Proposal Conference As prescribed in 437.110(b), insert a provision substantially as follows: PRE-BID/PRE-PROPOSAL CONFERENCE (FEB 1988) (a) The Government is planning a pre bid/preproposal conference, during which potential offerors may obtain a better understanding of the work required. (b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) In order to facilitate conference preparations, it is requested that be contacted via email at not later than and advised of the number of persons who will attend. (d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall respond by: 1) Providing a quote on company letterhead addressing all of the requirements of the RFQ as outlined in Section L.3. A signed SF1442 and be valid for at least 60 days after receipt of quote. 2) Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (sam.gov). FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote represents the best as a whole. The Government has the discretion to accept other than the lowest priced quote that provides additional benefits. All sources wishing to quote shall furnish a quotation by 4:00 p.m. Central Time, on or before Thursday April 21, 2022.
