Renovation of a residential development in Bennington, Vermont. Conceptual plans call for the renovation of a 44,000-square-foot residential development.
Through this Request for Proposal (RFP), the Office of Purchasing & Contracting (hereinafter the State) is seeking to establish a contract with a qualified Architectural and/or Engineering firm to provide architectural and engineering design services for the reconstruction of American Way and programming services for the East Wing at the Vermont Veterans Home (VVH) in Bennington, Vermont. Interested firms are invited to bid on providing architectural/engineering design services described in Section 2 of this RFP The Vermont Veterans Home received a Construction Grant from the Department of Veterans Affairs (VA) for the complete demolition and reconstruction of two sections of the existing facility, American Way (A Wing) and East Wing, potentially totaling approximately 44,000 square feet. The total project and construction budget are being reviewed and prepared by VVH and the Department of Buildings and General Services (BGS). We anticipate that the grant funds will cover the cost of Programming, Design, Construction Administration and actual construction of the A Wing, but may only be able to cover the programming costs for East Wing. Therefore, the project is planned in two Phases: Phase 1) Programming, Permitting, Design, Bidding, and Construction Administration for A Wing only; and Phase 2) Programming for East Wing. Please refer to the bid form for further descriptions. CONTRACT PERIOD: The State anticipates the start date will be September 1, 2022. The substantial completion date for Phase 1: American Way will be March 31, 2025. The substantial Completion Date for the Phase 2: East Wing programming will be September 30, 2023. The final contract completion date for both phases will be in 2027, which includes a one-year warranty period. SINGLE POINT OF CONTACT: All communications concerning this RFP are to be addressed in writing to the State Contact listed on the front page of this RFP. Actual or attempted contact with any other individual from the State concerning this RFP is strictly prohibited and may result in disqualification. QUESTION AND ANSWER PERIOD: Any vendor requiring clarification of any section of this RFP or wishing to comment or take exception to any requirements of the RFP must submit specific questions in writing no later than the deadline for question indicated on the first page of this RFP. Questions may be emailed to the point of contact on the front page of this RFP: BGS.OPCVendorDocs@vermont.gov. AllQUESTION AND ANSWER PERIOD: Any vendor requiring clarification of any section of this RFP or wishing to comment or take exception to any requirements of the RFP must submit specific questions in writing no later than the deadline for question indicated on the first page of this RFP. Any comments, questions, or exceptions not raised in writing on or before the last day of the question period are waived. At the close of the question period, a copy of all questions or comments and the State's responses will be posted on the States web site . Every effort will be made to post this information as soon as possible after the question period ends, contingent on the number and complexity of the questions. The method of contractor selection has not been determined at this time As of May 25, 2022, the due date and time has been confirmed.
