The City of Crescent City, California, (City) is requesting statements of qualifications (SOQ) that will lead to the selection of a qualified consultant or consultant team that will provide engineering design and construction management services for Phase 1 of the 2021 Beachfront Park Master Plan (Project), environmental review, permitting, bid package preparation and related services. This Request for Qualifications (RFQ) describes the scope of services, consultant selection process, and mandatory information that must be included in response to this RFQ. The RFQ process is intended to establish the most qualified Consultant(s) who will then enter into a professional services agreement (Contract), the form of which is included as Attachment 1. The Contract will include services required to complete the scope of work identified within this RFQ for the Citys awarded prop 68 Statewide and Per Capita grant projects. Contract compensation will be based upon time and material with a maximum negotiated not-to-exceed As additional funds are granted or allocated to expand the Project, then the Consultants scope of services may increase to include additional Beachfront Park Master Plan elements. The City currently has two such grant applications submitted. One for the design and construction of an amphitheater and waterfront plaza and the other to enhance the Tolowa Cultural Interpretive Area experience. Although this work is not yet funded, the consultants proposal should include a project approach and team to design these features. This work will be considered phase 2 of the project and should not be included in the cost proposal. If the City is awarded funding, the fees for this phase will be negotiated at a later date.
