Response to questions December 9, 2022. The County of Del Norte (the County) Administration Department is issuing this Request for Proposals (RFP) for the selection of qualified firm(s) in order to award contract(s) for On-Call Architectural, Engineering, Forestry and related Professional Services (Project) on a wide variety of County projects over the next five years, through FY 2027-2028. This Request for Proposals (RFP) process is intended to lead to the selection of qualified firm(s) who the County would then enter into a Professional Service Agreement (Contract) with, in order to provide professional services related to the development and implementation of critical County projects and programs. All work under the Contract will be performed on an on-call, as-needed basis. Upon execution of the Contract specific tasks will be authorized through the issuance of Work Orders. Tasks that may be requested are listed under the Scope of Services section of this RFP. This RFP describes the required format of the RFP, the scope of services being requested, the selection process, and other details related to this RFP including the Countys standard Professional Service Agreement. Based on the wide range of services necessary, between related disciplines, it is anticipated that more than one qualifying firm will be selected for award of a Contract. The objective of this section is to outline the requirements and general functional areas believed to be necessary to successfully perform the Contract. Proposals should provide a list of services that the responding firms are qualified for, and propose to provide. This section is to be used as a general guide and is not intended to be a complete list of all work or requirements necessary to provide services. Additionally, it is understood by the County that firms may not be qualified to provide all of the services listed herein. As such, it should be understood by responding firms that they may only be engaged to provide services they are qualified for after execution of a Contract with the County. The scope of work for the requested services may include, but not be limited to, any of the following tasks: A. Structural and/or utility or other general design services B. General feasibility and/or planning services C. General drafting services D. Preparation of Plans & Specifications E. Application (as Countys Agent) or assistance in securing permits and timber harvest plans, as necessary, and maintaining permit compliance F. Field investigations G. Site and building inspection for compliance with state and federal construction-related accessibility standards (CASp property inspection) H. Preparation of general engineering and/or forestry reports I. Development of environmental documents that may be necessary for permits and/or grant applications J. Opinion of Probable Cost, Cost Estimate, and/or timber valuation K. Independent Fee Estimate L. General land surveying services M. Preparation of property maps, plot plans, or similar diagrams N. Assistance in the development and maintenance of the Countys Capital Improvement Plan O. Assistance in the identification and development of grant applications and/or other project financing opportunities for funding County projects and capital improvements P. Pre-construction bidding and negotiation support, including: Assisting the County in advertising and securing bids Negotiating for services Analyzing bid results Furnishing recommendations on the award of contracts Preparing contract documents Q. Construction Project Management, including: Providing consultation and advice to the County during all phases of construction Attending and overseeing preconstruction conferences Inspecting work in progress periodically and providing appropriate reports to the County Reviewing and approving shop and erection drawings submitted by contractors for compliance with design concept/drawings Reviewing, analyzing, and accepting laboratory reports of materials and equipment Preparing and assisting in the negotiation of change orders and supplemental agreements including providing all required backup and justification Observing or reviewing performance tests required by specifications Determining amounts owed to contractors Making final inspections and submitting punch-lists and a report of the completed project to the County Reviewing operations and maintenance manuals with responsible County representatives R. Other architectural, civil engineering, forestry, or related professional services The method of contractor selection has not been determined at this time.
