The County is requesting proposals from qualified consultants to conduct a comprehensive Jail Facility Condition and Functionality Assessment of the Del Norte County Jail. The County is seeking this assessment in order to evaluate the condition of the existing space and the overall functionality of the Del Norte County Jail. It is desired that this assessment will provide the County with the necessary information to inform a strategy to address the limitation of the existing facility and to assist with and support decision making in regard to capital improvements recommended through this assessment. These tasks are not intended to be all inclusive. Responders having alternate proposals to meet the objective may, after responding to the minimum tasks hereunder, offer potential supplemental tasks for consideration by the County which they feel advance the stated goal of this assessment. The assessment shall include, but not be limited to the following: 1. Identification and documentation of the current conditions of the facility which should include the structural integrity, physical state, status of compliance with the Americans with Disability Act, an asbestos survey, status of compliance with Title 24 requirements (Minimum Standards for the Design and Construction of Local Detention Facilities), as well as information relating to the age, criticality, effective useful life, and remaining useful life of the facility. 2. An analysis of the functionality of the facility for the intended use including for the adequacy of the space to support the delivery of required services. 3. Recommendation of measures to address facility conditions and deficiencies related to functionality identified in the assessment, including an Engineer's Opinion of Probable Cost for those measures recommended to bring the facility into compliance with applicable codes and/or which would improve the functionality of the space for the delivery of required services. Any protest challenging the County's selection or the selection process must be submitted within five business days following the County's issuance of a notice to award. The protest must be submitted in writing via email to aself@co.del-norte.ca.us and must clearly specify the basis for the protest. The protest will be reviewed by Administration in consultation with the County Counsel. The determination on the protest is final, and no administrative hearing will be held on the protest. Time being of the essence, the County reserves the right to proceed with awarding the contract notwithstanding any pending protest or legal challenge. The Del Norte County Administrative Office will receive Proposals for Consultant services for development of a Jail Facility Condition and Functionality Assessment. Written Questions Deadline April 18, 2022 at 2 p.m. County of Del Norte may or may not negotiate the fee schedule with one or more offers. County of Del Norte reserves the right to reject any and/ or all responses. County of Del Norte is an Equal Opportunity Employer.
