The Metropolitan Transportation Commission (MTC) invites firms on the 2021 Transportation Engineering & Planning ("Bench") under Service Categories A & B, "Freeway Operations, Data Analytics and Performance Assessments" and "Connected and Automated Vehicles and Other Advanced Technologies," respectively, to assist MTC with supporting the "Next Generation Freeways Study" Operations Task. The MTC seeks consultant assistance for Task 8 of The Next Generation Freeways Study (NGFS), "Explore Tolling Options and Deployment Approaches." The goal of Task 8 is to develop a high-level understanding of what the deployment, operations and maintenance of a "tolling infrastructure" to toll all freeway lanes, or one or more congested areas, could entail to support the pathways envisioned by the Next Generation Freeways Study participants. Pathways may include different ideas for pricing (e.g., trip-based tolls, dynamic tolls, etc.) and discounts (e.g., half tolls or exemptions for certain categories) that will be implemented through the "tolling infrastructure".
