Site work and paving for a civil project in Duluth, Minnesota. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
This project consists of constructing 12" HDPE natural gas main from the Regulator Station at Lake Avenue to 3 rd Avenue West, additional small diameter gas mains will also be constructed to permanently relocate customer service connections. The Project will construct 20" HDPE water main from 1 st Avenue West to 2 nd Avenue East, reconnecting customers and branch mains within that area. Approximately 974 feet of electrical duct bank will be constructed along with connections to and structural repairs of four concrete electrical vaults. Finally, the street surfaces will be restored with approximately 4,300 SY of concrete paving. Bid bonds may be submitted electronically, either through Surety2000 or SuretyWave within the Bid Express solicitation, or emailed to purchasing@duluthmn.gov. Paper bid bonds, certified checks or bank drafts may be mailed or dropped off at City Hall, 411 W. 1 st Street, Room 120, Duluth, MN 55802. Regardless of the method of submission, bid surety must be received by Purchasing prior to the bid opening. Not less than prevailing wages as included in the specifications and provisions must be paid on this project. A Project Labor Agreement (PLA) and Community Benefits provisions will be required for any bid that is over or could virtually go over $150,000. The contractor must take affirmative action to ensure that the employees and applicants for employment are not discriminated against because of their race, color, creed, sex or national origin, and must meet the affirmative action goals. Contractors are encouraged to subcontract with Disadvantaged Business Enterprises when possible. Contractor will comply with all applicable Equal Employment Opportunity laws and regulations. The City of Duluth reserves the right to waive informalities and to reject any or all bids.
