AThe scope of work for Base Bid (North Area) is to provide a new access road, utilities, and airside infrastructure (including taxilanes, cross taxiways, and stormwater improvements) to serve the needs of future box hangar tenants (box hangar site preparation and building construction is not a part of this project). The Base Bid will include both TDOT specified asphalt (access road) and a modified FAA P-403 asphalt mix for the airside pavement. The airside improvements for the Base Bid include lighting and markings. The North Work Area lies to the east of T/W A, between the JWN air traffic control tower and the TDOT State Hangar. THE PROJECT consists of performing all Work and furnishing all labor, materials, tools, plant equipment and incidentals for the TAXIWAY R3 APRON EXPANSION, NORTH DEVLEOPMENT AND AIRSIDE IMPROVEMENTS in accordance with the details as shown in the Specifications, or as directed by MNAA or its authorized representative. Bidders must be in good standing with the State of Tennessee and be qualified to meet all Local, State and Federal statutes, codes, regulations and ordinances governing the performance of the type of Work for which Bidder is submitting a Bid. Project will commence December 2022 with completion within the specified number of calendar days. The scope of work for Add Alternate 1 is to expand the aircraft apron at John C. Tune Airport north, towards T/W A and T/W R3 and includes the asphalt reconstruction of half of T/W R3. This scope also includes stormwater drainage, water quality, lighting, and markings. The pavement for the apron expansion will be bid as concrete. SMALL MINORITY WOMAN-owned BUSINESS ENTERPRISE (SWMBE) PARTICIPATION. It is the MNAA's objective to promote, encourage, and stimulate participation of local, small, minority and woman-owned business enterprises (SMWBE) within its organization and the economic community served by it so as to provide maximum opportunities to participate in contracts, programs and all related business activities of the MNAA. MNAA will apply the local small minority woman business participation levels where expenditures and purchases are made with non-federal funding, and to all contracts, leases, management agreements, consultants, prime contractors, subcontractors, respondents, bidders, or proposers involved in the performance of a commercially useful task for MNAA. Bidders are encouraged to meet SMWBE participation levels established by the Director, Business Diversity Development, or, if unable to meet the participation level, engage in good faith efforts to joint venture, subcontract, or contract for supplies or services with SMWBEs. The attainment of the SMWBE participation level established for this contract is to be measured as a percentage of the total dollar value of the contract. The SMWBE participation level established for this Contract will be TBD. MNAA proposes to award the Contract to the lowest responsive and responsible Bidder, provided it has met the goals for SMWBE participation or, if failing to meet the goals, has made an acceptable good faith effort to meet the established goals for the SMWBE participation.
