Project Duration: 25 Calendar Days Liquidated Damages: $3,200.00 Per Calendar Day License Type Required: Class A or combination of Class C-12, C32 For the 2022 Annual Pavement Rehabilitation Project, Contract 2 - Pavement Rehabilitation, CIP Project No. 22-001. The work to be done includes, but is not limited to: traffic control, applying rejuvenating scrub seal, micro-surfacing, and placement of thermoplastic striping and markings and other items or details not mentioned above that are required by the standard specifications, or these special provisions to be performed, placed, constructed, or installed. Bids are required for the entire work described herein. The contractor shall possess either a Class A license or a combination of Class C-12, and C-32 licenses at the time this contract is awarded. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The City of Novato hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement; small business and disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation. Contractors are encouraged to contact small businesses and disadvantaged business enterprises for subcontract work that they might otherwise perform with their own forces. The contractor shall be registered with the Department of Industrial Relations (DIR) pursuant to 1725.5 of the Labor Code to be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any public work contract that is subject to the requirements of this chapter. For the purposes of this section, "contractor" includes a subcontractor as defined by Section 1722.1. Pursuant to the provisions in Section 1771.1 of the Labor Code a contractor or subcontractor shall not be qualified to engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. No bid will be received unless it is made on proposal forms furnished by the City Engineer. Each proposal must be accompanied by a certified or cashier's check or bid bond in the amount of ten percent (10%) of the estimated aggregate amount of the bid as a guarantee that the bidder, if the award is made to him/her in accordance with the terms of his/her proposal, will promptly execute a contract in the required form, secure payment of worker's compensation insurance, and furnish a satisfactory, faithful performance bond and a labor and material bond. Each of said bonds shall be in the sum of not less than one hundred percent (100%) of the estimated aggregate amount of the payments to be made under the contract computed on the basis of the price stated in the proposal. In addition to the above, and if requested by the City, the bidder shall furnish a financial statement of recent date. Failure to comply with this requirement will render a bid informal and shall be sufficient cause for rejection. The contract agreement will not be signed by the City Manager until the Contractor provides a copy of a current City of Novato business license.
