This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Funds are not presently available for this effort. No award will be made until funds are available. The Government reserves the right to cancel this RFQ either before or after the closing date. In the event the Government cancels this solicitation the Government has no obligation to reimburse an offeror for any costs. 2. This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-22-P-BallisticWindows 3. This solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05. 1. This procurement is being solicited as a total small business set-aside. The North American Industry Classification System (NAICS) code is 238150 Glass and Glazing Contractors, with a small business size standard of $16.5 M. The product service code for this procurement is 9340 Glass Fabricated materials. 2. When submitting your quotation, please structure your Contract Line Item Number(s) (CLIN) to the following format: Remove and install new ballistic windows IN ACCORDANCE WITH (IAW) REQUIREMENTS AND SPECIFICATIONS IN THE ATTACHED STATEMENT OF WORK (SOW). 3. Refer to the attached statement of work (SOW) (Attachment 2) for all requirements and specifications. 4. Period of Performance: 60 days after date of contract (ADC). Destination: Malmstrom AFB, MT 5. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. FAR 52.212-1 Addenda: Offerors' quotation shall conform to the requirements of the SOW, Attachment 1. The Government reserves the right to cancel this RFQ at any time. The Offeror shall submit: a. Total price for requirement and b. Material submittal or specifications for ballistic windows meeting the required SOW/specifications. Questions pertaining to this requirement shall be submitted no later than 2:00 PM MST, 15 June 2022 to the individual(s) referenced in paragraph 16 below. All personnel requesting access to Malmstrom Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies that include a photo and biographic information.
