Site work and paving for a sidewalk / parking lot in Jamesville, New York. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
An invitation will be sent automatically to all plan holders. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amount of $25,000.00, Twenty-five Thousand Dollars and 00/100. Contract includes all work indicated in the drawings and specifications for General Contract # D005971 including but not limited to all labor, materials and equipment necessary to complete the resurfacing trails and signage installation. The Estimate Range for this project is: $638,695 - $864,118. This project is funded in part by the Recreational Trails Program, an assistance program of the U.S. Department of Transportation's Federal Highway Administration. Under 49 CFR Part 26, the U.S. DOT is committed to ensuring nondiscrimination in the award and administration of U.S. DOT-assisted contracts in highway, transit, and airport financial assistance programs through the Disadvantaged Business Enterprise (DBE) Program. RTP projects will have 0% DBE Goals, but 49 CFR 26 still applies. Any DBE participation in RTP projects must be reported to OPRHP. The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: goals for minority participation for each trade, 3.8%; goals for female participation in each, 6.9%. These goals are applicable to all the Contractor's construction work (whether or not it is federally assisted) performed in the covered area. The covered areas are Madison and Oneida counties. The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: goals for minority participation for each trade, 3.8%; goals for female participation in each, 6.9%. These goals are applicable to all the Contractor's construction work (whether or not it is federally assisted) performed in the covered area. The covered areas are Madison and Oneida counties. PUBLIC BUILDING LAW 8(6) Pursuant to Public Building Law 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,473,245 or less (maximum amount has been adjusted for inflation effective January 1, 2022). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder. The completion date for this project is 280 Days after agreement has been approved by the NYS Comptroller's Office. Liquidated damages will apply for failing to complete the construction by May 19, 2023. The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract. All Requests for Information (RFIs) are due by: 1:30 p.m. on May 18, 2022. RFIs received after this due date and time will not be processed. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
