Site work and paving for a road / highway in Novato, California. Completed plans call for site work for a road / highway; and road / highway.

The sealed proposals shall be delivered to the Central Administration Counter, located on the 1st Floor at 922 Machin Avenue. Work is to be completed along Rowland Boulevard from the Southbound US 101 Ramps to the southern terminus of Rowland Boulevard at Vintage Way. A Stage Construction Plan is included as part of the improvement plans. The work to be done includes but is not limited to: Parking stalls and traffic sign installation, reconfiguration of striping and pavement markings. Existing median island reconfiguration/removal including full depth HMA roadway widening. Construction of HMA Multi Use Path with 2 feet gravel shoulder on one side, installation of removable bollards. Removal of concrete and asphalt, installation of new curb & gutter, tree wells, bioretention facility, ADA compliant curb ramps and accessibility features, sidewalk, pedestrian refuges. Tree well irrigation lines, connections to existing irrigation line. Storm drain structures and piping installation and connections to existing storm drain system. Application of type II slurry seal. Trees planting, biofiltration soil material installation and bioretention vegetation planting. Relocation of one streetlight. Bids are required for the entire work described herein. The contractor shall possess either a Class A license or a combination of Class C- 8, C - 12 and C - 32 licenses at the time this contract is awarded. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The City of Novato hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement; small business and disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation. Contractors are encouraged to contact small businesses and disadvantaged business enterprises for subcontract work that they might otherwise perform with their own forces. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages set forth in the General Prevailing Wage Rates for this project are available from the California Department of Industrial Relations' Internet web site at http://www.dir.ca.gov Future effective general prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. The contractor shall be registered with the Department of Industrial Relations (DIR) pursuant to 1725.5 of the Labor Code to be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any public work contract that is subject to the requirements of this chapter. For the purposes of this section, "contractor" includes a subcontractor as defined by Section 1722.1. Pursuant to the provisions in Section 1771.1 of the Labor Code a contractor or subcontractor shall not be qualified to engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. The City reserves the right to reject any and all bids, to waive any informality in a bid, and to make award as the interests of the City may require. This notice is given by order of the City Council of the City of Novato, California. No bid will be received unless it is made on proposal forms furnished by the City Engineer. In addition to the above, and if requested by the City, the bidder shall furnish a financial statement of recent date. Failure to comply with this requirement will render a bid informal and shall be sufficient cause for rejection. The contract agreement will not be signed by the City Manager until the Contractor provides a copy of a current City of Novato business license. Bid rigging activities can be reported Mondays through Fridays, between 8:00 a.m. and 5:00 p.m. eastern time, telephone no. 1-800-424-9071. A complaint can also be filed online at the DOT's Office of Inspector General website. Anyone with knowledge of possible bid rigging, bidder collusion, or other fraudulent activities should use the "hotline" to report these activities. The "hotline" is part of the DOT's continuing effort to identify and investigate highway construction contract fraud and abuse and operated under the direction of the DOT Inspector General. All information will be treated confidentially and caller anonymity will be respected.
