The Thompson-Nicola Regional District ("TNRD") invites proposals through this Request for Proposal ("RFP") from qualified Contractors for the provision of debris removal from selected residential structures damaged by wildfires in 2021 in Monte Lake, BC. This work includes the collection, sorting, transporting and safe disposal of all fire damaged structural debris materials. All questions and requests for clarification relating to the Request for Proposal process and/or identification of any errors or omissions in the Request for Proposal documents should be directed to the TNRD Representative. Information about this RFP from any other source is not official and should not be relied on. Enquiries and responses may be recorded and may, at the TNRD's discretion, be retained in confidence or distributed to all other proponents. Summary Details: The Thompson-Nicola Regional District ("TNRD") invites proposals through this Request for Proposal ("RFP") from qualified Contractors for the provision of debris removal from selected residential structures damaged by wildfires in 2021 in Monte Lake, BC. This work includes the collection, sorting, transporting and safe disposal of all fire damaged structural debris materials. Properties have been identified by the TNRD which require debris removal. Structural debris poses a potential environmental and health concern to both property owner and neighbouring properties. The property owners have signed a Right of Entry waiver allowing the TNRD to contract qualified professionals to come onto the property and safely remove fire impacted debris. The Proponent is to perform the following services: (a) For each property prepare and implement WorkSafeBC compliant safe work practices and procedures following the hazard assessment report provided by the TNRD. (b) Submit a Notice of Project to WorkSafeBC 48 hours in advance of work. (c) Create and implement a transportation plan identifying the required materials, sorting requirements, containment requirements, safe transport requirements and acceptance requirements for all Landfills and Recyclers receiving materials. (d) Identify and safely dispose of all hazardous or regulated materials from the property identified in the Hazardous Materials Assessment report. (e) Physically remove and safely dispose all debris as specified by the TNRD for each property. (f) Remove 5 cm of soil in the visual halo of burnt contaminates around all structures or other similar debris. (g) Leave the site in a manner that makes holes or depressions safe, removes identified hazards and leaves the site free of litter or contaminates from the structures. (h) Submit photos of the completed work site. The TNRD is responsible for obtaining and completing Demolition Building Permits as required by TNRD Building bylaws. The required Demolition Permit information will be provided to the chosen Contractor including any necessary building permit signage.
