The work to be performed by the CONSULTANT consists of preparing an Active Transportation Plan for the City of Oak Harbor. The Active Transportation Plan is intended to be supplementary to the City's Transportation Plan. The Plan will focus on creating a system of routes with signage, striping, connections, improvements, etc. to safely connect homes through active transportation to employment centers, schools, commercial centers, parks, and recreation facilities using the existing right-of-way wherever possible. The Plan will study the existing conditions and identify safety concerns and areas for improved connections, projects for implementation, and provide goals and policies for the long-term integration of active transportation into the City's transportation network and future development of the City. The City of Oak Harbor solicits interest from consulting firms with expertise in Active Transportation Planning and Design. This agreement will be for approximately 18 months in duration with the option for the City of Oak Harbor to extend it for additional time and money if necessary. The City of Oak Harbor has been awarded Transportation Alternatives (TA) funds for the project through the Island Regional Transportation Organization. The award is for $129,750. The City has currently budgeted an additional $20,250 for a total of $150,000. The City of Oak Harbor reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. The City of oak Harbor reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this/these project(s). The method of Contractor Selection has not been Determined at this time.
