Project no - BRF 6654(00)22-1, BRF 6220(00)22-2, BRF 6121(00)22-3, BRF 6121(00)22-4 The Project consists of constructing approximately Asphalt Concrete Composite 250 Ton, Bridge Repainting, Class I LS, Concrete Removal, Class A 197.0 SqYd, Low Slump Dense Concrete Bridge Deck Overlay 19.7 CuYd, 3'-10" Wide Deck x 23" Prestressed Concrete Double Tee 895.0 Ft, Traffic Control Movable Concrete Barrier 87 Ft, Class B Riprap 157.0 Ton, Traffic Control, Erosion Control and other various bid items . Bids will be received for a single Prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Each bid must be accompanied by a separate envelope containing the contractor s license and bid security. The bid security must be in a sum equal to at least five percent (5%) of the full amount of the bid and must be in the form of a bidder s bond. A bidder s bond must be executed by the bidder as principal and by a surety company authorized to do business in this state, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within ten (10) days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. If a successful bidder does not execute a contract within ten (10) days allowed, the bidder s bond must be forfeited to the governing body and the project awarded to the next lowest responsible bidder. All bidders must be licensed for the full amount of the bid as required by South Dakota. A contractor must be a holder or provide a written covenant to obtain said license within the time of the acceptance for Bids. The successful Bidder will be required to furnish Contract Performance and Payment Bonds in the full amount of the contract. Contracts shall be awarded on the basis of the lowest responsive bid submitted by a responsible bidder for the aggregate sum of all bid items. One (1) Contract will be awarded for the work. All bids will be contained in a sealed envelope plainly marked showing that such envelope contains a bid for the above project. The Work will be substantially completed on or before November 30, 2023 In addition, the bidder shall place upon the exterior of such envelope the following information: 1. The work covered by the bidder 2. The name of the bidder 3. Separate envelope containing bid bond and a copy of South Dakota Contractor's License or certificate of renewal. 4. Acknowledgement of the addenda, if applicable. No Bid will be read or considered which does not fully comply with the above provisions as to Bond and licenses and any deficient Bid submitted will be resealed and returned to the Bidder immediately. The Owner reserves the right to reject any and all bids, to waive any informality in any bid, to hold all bids for a period not to exceed 15 days from the date of opening bids, and to rebid the project until a satisfactory bid is received. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
