Renovation of a water / sewer project in Huntsville, Alabama. Completed plans call for the renovation of a water / sewer project.
The SOW shall include, but not be limited to the delivery and installation methods of a new surface foam coating for the external fuel tank for the historical Space Shuttle Pathfinder. The external tank is 153.8 feet long with a 27.6 foot diameter. This is approximately 15,000 sq ft in surface area. The desired foam coating will be to apply 2" of NCFI EnduraTech 2.8 Density SPF foam or an equivalent product. Two examples of an acceptable equivalent would be. (a) Apply 48 mils of GACOFLEX U-8782 Fast Set Polyurea Hybrid or equivalent product (b) Apply 24 mils of GACOFLEX UA60 Two-component Aliphatic Polyurethane Coatings (colored to match the look of Aged foam) or equivalent product. SDS Sheets and product cut sheets on proposed equivalents must be provided for determination of acceptable substitution Contractor On Site and starting work NLT September 1st , 2022 with a completion date of November 1st, 2022. All follow up questions must be submitted in writing to Sam Mitchell, Director of Procurement at samm@spacecamp.com no later than Monday 06/30/22 at 5:00pm CST. Questions will be answers NLT 07/05/22. All information will be shared equally with all participating firms. A Bid Bond payable to the U.S. Space and Rocket Center, in an amount not less than five (10%) percent of the amount of the bid, but in no event more than ten thousand dollars ($10,000) must accompany the Bid or RFP. The Bid Bond shall be in the form of a cashier's check drawn on an Alabama bank or a Bid Bond executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, payable to the U.S. Space & Rocket Center. The bid Price shall be all be all inclusive and include all travel, labor, tools, permits, rental equipment, man lifts and any other associated costs to perform work outlined in this bid. Total price to include all work outlined in bid. Bid Bond Requirements: Each bid must be accompanied by a Bid Guarantee in the form of a Bid Bond or a cashier's check in the amount of ten percent (10%) of the bid and not to exceed $10,000.00 made payable to AL Space Science Exhibit Commission DBA U.S. Space and Rocket Center. No bid shall be withdrawn for a period of thirty (30) days after the bid opening date without the consent of the Owner. Checks or drafts of unsuccessful bidders will be returned as soon as possible after opening and checking the bids. Performance and Payment Bond Requirements: Yes Intention: The intention is to award to one (1) vendor for all services, or whatever is in the best interest of the USSRC. Contractor: Contractor shall ensure that all work shall be performed by responsible, skilled, qualified, licensed trades persons and equipment operators Vendor is responsible for obtaining any necessary permits and licenses as required by the State of Alabama and the City of Huntsville to do work on the property of the U.S. Space & Rocket Center. Contractor is responsible for any damages the facility and or artifacts as a result of the work done onsite. Vendor must perform all activities safely, including if needed, barriers around work areas so no guest or staff is injured. The submission of a bid from any interested Contractor is in and of itself evidence that the Contractor has (a) examined the bid specifications for Landscape and Grounds Services for USSRC as well as all other terms and conditions, and (b) visited the site(s) where the work is to be performed and familiarized him/herself with all conditions affecting the bid and the possible performance of work. Safety & Housekeeping: At any time, if work is being performed on USSRC property, the contractor shall take all necessary precautions for the safety of the employees on the work and shall comply with all applicable provisions of Federal, State, and Municipal Safety Laws and Building Codes to prevent accidents or injury to persons on, or about, or adjacent to the premises where the work is being performed. Caution or Warning labels shall be clearly printed in English where and as needed. Corners shall be capped and/or smoothed to prevent personal injury to occupants or users. At any time, if work is being performed on USSRC property, the contractor will be required to provide a barrier around the exhibit while work is occurring. Contractor is responsible for removal of all debris and rubbish from USSRC's property which is created by nature of the work being done. Contractor will be responsible for daily housekeeping of their affected area. Stipulations: The U.S. Space and Rocket Center reserves the right to cancel invitations for bids or request for proposals without penalty when it's in their best interest. Notice of cancellation shall be sent to all individuals or entities solicited. Any bid not conforming with the specifications or requirements set forth by the USSRC as listed in the bid request may be rejected. Bids may also be rejected if they are made by a bidder that is deemed un-responsible or un-responsive due to a lack of qualifications, capacity, skill, character, experience, reliability, financial stability or quality or services, supplies, materials, equipment, or labor. Award of Contract: The AL Space Science Exhibit Commission Board of Trustees will make the final award of the contract. The official bid award notification letter will be sent by the USSRC Director of Procurement once the Board of Directors decision has been made. Terms and Conditions: 1. Award: The U.S. Space and Rocket Center reserves the right to accept or reject any or all bids, or any portion thereof. Bids may be awarded either by line item, in product groups, or all-or-none, whichever is in the best interest of the U.S. Space and Rocket Center. 2. Disclosure: A State of Alabama Disclosure Statement (required by Act 2001-955) is enclosed with this bid. The successful bidder will be required to complete. Failure to do so will disqualify the bidder. 3. Prices and Payment Terms: Terms are Net 30 unless otherwise stated. Bids containing "payment in advance" or "COD" may be rejected. Any contract, additional written agreement, or any other document required by your Company to be signed must be submitted with your bid. No errors will be corrected after bids are opened. No prices shall include any State or Federal taxes. USSRC is tax exempt and tax-exempt certificate can be furnished upon request. No oral, electronic, or telephone bids, proposals, or modifications will be accepted. All costs associated with the preparation of proposals in response to this Bid/RFP shall be borne by the responding individual(s) or company. 4. Non-collusion: Signing of bids and/or proposals by the contractor and submitting to USSRC shall affirm that the contractor has not been in any agreement or collusion among bidders or prospective bidders in restraint of freedom of competition by agreement to bid at a fixed price, or to refrain from bidding, or otherwise. 5. New Products: Unless specified, all products for purchase must be new, never previously used, and the current model and/or packaging. The manufacturer's standard warranty will apply unless otherwise specified in the bid. 6. Quality: Brand names, catalog numbers, etc. are used to indicate levels of quality. If you are unable to furnish an item as specified and desire to offer a substitute, enclose sufficient literature for an evaluation. Any attachment becomes a part of your bid/proposal inquiry and must be signed by the bidder 7. Safety: The contractor shall take all necessary precautions for the safety of the employees on the work and shall comply with all applicable provisions of Federal, State, and Municipal Safety Laws and Building Codes to prevent accidents or injury to persons on, or about, or adjacent to the premises where the work is being performed. In addition, contractor shall provide safety plans/program appropriate for the scope of work for review by USSRC Safety Officer. 8. Bonds: When required it will be indicated on the Bid or RFP form. A Bid Bond payable to the U.S. Space and Rocket Center, in an amount not less than five (10%) percent of the amount of the bid, but in no event more than ten thousand dollars ($10,000) must accompany the Bid or RFP. The Bid Bond shall be in the form of a cashier's check drawn on an Alabama bank or a Bid Bond executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, payable to the U.S. Space & Rocket Center 9. Bid Submission: All bidders must use the provided USSRC bid form to communicate Bid/RFP pricing unless otherwise specified in writing by USSRC. Original bid form provided must accompany all Bids/RFPs with an original signature. All information shall be entered in ink or typewritten in the appropriate spaces. Mistakes shall have a strikethrough, be initialed and dated by signer of bid, and have correction listed directly thereafter. All bids must be signed. Unsigned bids will be rejected. All bidders must use the provided USSRC envelope to return their Bid/RFP, unless it is necessary to use another envelope/container to assure all material included in Bid/Proposal is properly sealed. If another envelope/container is used to return the Bid/RFP, it must have the Bid Number, Opening Date, and Time clearly noted on it. Each numbered bid must be in separate envelope. Original return envelope provided must accompany all bids. 10. Delivery: Time of delivery shall be stated as the number of calendar days following receipt of the order by the vendor, to receipt of the goods by the U.S. Space and Rocket Center. Delivery time may be a criterion in awarding bids. Failure to deliver within the time specified could result in cancellation or a penalty when indicated. Failure to deliver within the time specified, in the negotiated contract, could result in cancellation or a penalty of $50,000. 11. Delivered Pricing: All prices quoted shall be F.O.B. Delivered to U.S. Space and Rocket Center, One Tranquility Base, Huntsville, AL 35805. If not quoting FOB Delivered price, shipping point and shipping cost must be listed for evaluation purposes. 12. Bid terms: Unit prices, Extensions, and Total Prices are required. In the event of a discrepancy between the unit price and the extension, the unit price shall govern. 13. Bid Opening: Bidders may attend the Bid/RFP opening, but no information or opinions concerning the bid award will be given at the opening. Bid results and tabulations will be made available by Email. 14. Warranties: Should merchandise described on this bid contain a manufacturer's warranty, bidders must state the warranty terms. Bids offered for merchandise when no warranty applies must clearly state: "NO WARRANTY COVERAGE". Failure of bidders to furnish this data may be cause for rejection. 15. Indemnification: Contractor shall indemnify and hold harmless USSRC for any liability, damage, injury or claim of any kind or nature arising out of the performance of this Agreement. Such indemnity shall include but not be limited to, all attorney's fees incurred because of any such liability, damage, injury or claim, and any costs of enforcing this indemnity, including attorney's fees. 16. Governance/mediation: The laws of the State of Alabama shall govern this agreement. Courts in the State of Alabama, Madison County, shall have venue and jurisdiction for all matters concerning this agreement. Any litigation or mediation must take place in Madison County, AL. 17. Certification Pursuant TO ACT NO. 2006-557: Alabama Law (Section 41-4-116, Code of Alabama 1975) provides that every bid submitted, and contract executed shall contain a certification that the vendor, contractor, and all its affiliates that make sales for delivery into Alabama or Leases for use in Alabama are registered, collecting, and remitting, Alabama State and Local Sales, Use, and/or Lease Tax on all on all taxable sales and leases into Alabama. By submitting this bid, the bidder is hereby certifying that they are in full compliance with Act No. 2006-557, they are not barred from bidding or entering into a contract pursuant to 41-4-116 and acknowledges that the awarding authority may declare the contract void if the certification is false. The U.S. Space and Rocket Center reserves the right to cancel invitations for bids or request for proposals without penalty when it's in their best interest. Notice of cancellation shall be sent to all individuals or entities solicited. Any bid not conforming with the specifications or requirements set forth by the USSRC as listed in the bid request may be rejected.
