Renovation of a transportation facility in Cody, Wyoming. Completed plans call for the renovation of a transportation facility.
The Project includes the following scope: Renovations to the existing terminal building including the demolition of partition wall, adding of roll type security door, relocation of ticketing counter in the holding area. Note: Funding for this project is Federally Assisted. Contractors at every tier must comply with applicable federal requirements including but not limited to: A4 .1.1 Buy American Preference Statement Buy American Preference. The Contractor agrees to comply with 49 USC 50101, which provides that Federal funds may not be obligated unless all steel and manufactured goods used in AIP funded projects are produced in the United States, unless the Federal Aviation Administration has issued a waiver for the product; the product is listed as an Excepted Article, Material Or Supply in Federal Acquisition Regulation subpart 25.108; or is included in the FAA Nationwide Buy American Waivers Issued list. A bidder or offeror must complete and submit the Buy America certification included hereinwith their bid or offer. The Owner will reject as non-responsive any bid or offer that does not include a completed Certificate of Buy American Compliance. Title VI Solicitation Notice. The Yellowstone Regional Airport, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Davis Bacon. The Contractor will be required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor as referenced in the Contract. Non-Segregated Facilities. The Bidder is required to submit a Certification of Nonsegregated Facilities (included in the Proposal form). Equal Employment Opportunity and Affirmative Action Requirement. The proposed contract is under subject to 41 CFR 60-1.4 and Executive Order 11246 of September 24, 1965, and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions. A Contractor having 50 or more employees and his subcontractors having 50 or more employees and who may be awarded a subcontract of $50,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the specifications. To be eligible for award each bidder must comply with the affirmative action requirements which are contained in these specifications. DBE Requirement. The Yellowstone Regional Airport Board has established an overall DBE goal for the year. Under this contract, the Airport Board is adopting a race-neutral means of facilitating DBE participation. The bidder shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The bidder shall carry out all applicable requirements of 49 CFR Part 26 in the award and administration of DOT assisted contracts As required by 49 CFR Part 26, the Yellowstone Regional Airport Board is required to create a bidders list, consisting of information about all DBE and non-DBE firms that bid or quote on DOT- assisted contracts. The purpose of this requirement is to allow use of the bidders list approach to calculating future overall DBE goals. As per the requirements of the Proposal section, all bidders submitting bids on this project must submit, with his or her bid, a list including the name, address, and DBE/non-DBE status of all lower-tier subcontractors and suppliers that bid or quote for work under this contract. Failure to provide this information, as outlined in the Proposal section, will make the bidder non-responsive and not eligible for award of the contract.
