The City is seeking proposals from qualified professional consultants (the "Proponent") to collect and evaluate pavement condition data for the entire road network. The City maintains a road network of approximately six hundred and forty (640) kilometres of pavement. The City completed the last survey in 2017, and the next pavement survey is tentatively scheduled for 2025. The Successful Proponent will be able to demonstrate, at a minimum, the capability to reliably measure and upload the following 2022 survey pavement data for up to 640km of asphalt pavement: Surface Distress Index (SDI) International Roughness Index (IRI), Ride Condition Index (RCI) Overall Pavement Quality Index (PQI) A report on the Present State of the Roads in the City network Collection of the following is optional depending on budget and City requirements: Pavement strength or Structural Adequacy Index (SAI) using a Falling Weight Deflectometer (FWD) Determination of pavement thickness using non-destructive methods Digital Image Collection with GPS Geo-referencing Collection of pavement width data. Collection of peripheral asset information such as road markings and bike lanes. Proponents are encouraged to inspect roadway sections prior to submitting a Proposal. Data collected during the pavement condition survey is to be uploaded into the City's existing RoadMatrix Pavement Management software.
