Scope of Work: On-call Bridge Engineering, 36-month term Anticipated work includes, but is not limited to the following: Routine Special inspections (Inspections include reporting to the WSBIS System) Fracture Critical Inspections Underwater Inspections Load Rating Analysis Scour Analysis Posting Recommendations Design & Manufacturing Recommendations and Approvals Grant Application Assistance Budgeting Assistance The proposal shall include the following. Limit to maximum of 15 pages, including title page: 1. Approach to On Call Services 2. Proposed methodologies 3. Ability to meet due dates 4. Resources available (personnel, equipment, sub-consultants, etc.) 5. Portfolio-Include similar work, customer reviews, awards, etc. 6. Applicable state licenses and/or certifications Initial evaluation will be made with the following criteria: 1. Shows ability to perform work within the mandated timeframes- 40 points available 2. Knowledge of the Washington State Bridge Inventory System- 30 points available 3. Submitted written proposal-30 points available The County Engineer will select the top 2 firms for interviews. The final candidate will be selected from these interviews. The County Engineer reserves the right to reject any or all proposals, to waive any informality in the proposals and to accept such proposal or proposals, as may be deemed in the best interest of Pend Oreille County. Statements are due by 12:00 pm June 21, 2022 Proposals may be submitted by mail, package delivery or in person. Faxed or emailed proposals will not be accepted. The Pend Oreille County Public Works Department, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award. The Method of Contractor Selection has not been determined at this Time.
