The City of Shafter releases this RFP with the goal of entering into an agreement with a party to grant exclusive use of existing City-owned fiber optic cables, conduit, related underground assets, and facilities in exchange for commitments to further expand the fiber network and deliver broadband services to Shafter's residents, businesses, and institutions. At the pre-proposal meeting, representatives of the City will be available to answer questions and explain the intent of this RFP. To the extent possible, the City will answer questions or concerns that may be raised at that time. After the pre-proposal meeting, the City will prepare written documentation to answer questions, which the City deems appropriate for clarification, that were addressed at the pre-proposal meeting, and which relate to the interpretation of, or changes to the RFP documents. The documentation will be divided into two areas: (1) items that require clarification, interpretation, or explanation; and (2) items that require an addition, deletion, or change to the proposal documents. (Answers to items in this category will be accompanied by the appropriate amended portion of the RFP document). Respondents are again cautioned that only interpretations of, or changes to the RFP documents received from the City in writing may be relied upon. June 22, 2022 5:00 p.m. Deadline to submit written questions regarding RFP. Respondents may submit questions by email to swiggins@shafter.com prior to 5:00 PM on this date. June 29, 2022 City responds to written questions from respondents. City will consolidate the questions submitted by respondents and provide a copy of the response to each respondent registered on the City's July, 2022 Interviews and/or Presentations. The City may request interviews with one or more respondents and may request one or more respondents to make an oral presentation to City staff. August, 2022 City Council considers award of agreement. Following the Council's decision, staff and the selected respondent will negotiate regarding the resolution of the objections stated, if any, to the Form of Agreement; if negotiations fail, then staff can negotiate with another respondent. Sept. 1 or Oct. 1, 2022 Executed agreement becomes effective. The agreement shall become effective the 1st day of the month after the execution date.
