The City of Springfield Oregon is seeking a planning consultant team to conduct the planning process and prepare an Emergency Action Plan for the City of Springfields 42nd Street Levee, then design, develop, conduct, and evaluate a tabletop exercise to validate the Plan and prepare an After-Action Report/Improvement Plan (AAR/IP). The deadline for submission of questions regarding this Request for Proposals is June 27, 2022 at 5:00 p.m. Contact with any other City officials may be grounds for disqualification of proposal. Any proposer requiring special assistance or auxiliary aids during the proposal and award process, should contact Tonja Kling, Associate Manager at 541-726-5930 or tkling@springfieldor.gov at least two (2) business days prior to the scheduled program, activity or meeting for hearing assistance or a sign language interpreter and at least five (5) business days prior to the event for all other meeting accommodations. The City of Springfield may reject any or all proposals not in compliance with all prescribed public procurement procedures and requirements, including the requirement to demonstrate the proposers responsibility under ORS 279B.110, or waive minor irregularities not affecting substantial rights and may reject for good cause any or all proposals upon a finding of the City of Springfield it is in the public interest to do so and accept such proposals that in the opinion of the Springfield City Council are in the best interest of the City, in accordance with ORS 279B.100. The City of Springfield encourages contractors, sub-contractors and vendors who are minority, woman-owned and emerging small businesses to participate in City projects. For this project, the successful contractor shall use small, minority, women-owned or disadvantaged business concerns and contractors or subcontractors to the extent practicable.
