This is a request for quotations for construction prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Part 13 and Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1222Q0072. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2022-06 and are available in full text through Internet access at http://www.acquisition.gov/far/. Type of Contract: Construction, Firm Fixed Priced (FFP), Single Award Contract County: Gunnison Type of Construction: Highway Magnitude: Between $25,000 and $100,000 NAICS: 237310 SIZE STD: $39.5M SET-ASIDE: Total Small Business National Park Service Name: Douglas Keeler Email: douglas_keeler@nps.gov Magnitude: Between $25,000 and $100,000Contract will consist of reducing and sealing cracks on Visitor Used Paved Roads and Parking areas at Black Canyon of the Gunnison National Park, and Curecanti National Recreation Area as described in Scope of Work and mapped area. Period of Performance: 09/01/2022 to 09/30/2022 SOW for crack sealing at Black Canyon of the Gunnison National Park, all paved roads, excluding the East Portal Road section, Curecanti, Lake Fork and Cimarron Area's Crack Sealing Project High-pressure guidelines: 1. High-pressure air blasting equipment must be able to provide a continuous, high-volume, high-pressure airstream using clean, dry air. 2. Recommended operational criteria are 90 lb/in (620 kPa) pressure and 150 ft3/min (4.3 m3/min) flow. Hot-pour application should commence once the material has reached the recommended application temperature and the first few cracks have been prepared. From this point, the focus is on three items: 1. Consistently maintaining the material at or near the recommended application temperature without overheating. 2. Maintaining a sufficient supply of heated material in the kettle. 3. Properly dispensing the right amount of material into the crack channels. The kettle operator must be fully aware of the recommended application temperature and the safe heating temperature of the material being installed. These temperatures are generally marked on the material containers for quick and easy reference. Material Application Recommendations: 1. Apply the material with the nozzle in the crack channel, so that the channel is filled from the bottom up and air is not trapped beneath the material. 2. Apply the material in a continuous motion, making sure to fill the channel to the proper level for recessed configurations or provide a sufficient amount of material for flush configuration. 3. Reapply material to crack segments where material has sunk into the crack or an insufficient amount was furnished in the previous pass. 4. Recirculate material through the wand into the melting vat during idle periods. Estimated Linear Feet of Application: BLCA - 34,206 LF CURE - 20,166 LF Work shall be done between 9-1-2022 to 9-30-2022. Contractor is responsible for traffic control where work is performed so that flow of traffic is restricted to only a single lane closure. Traffic cannot be completely closed due to the nature of visitation to Black Canyon of the Gunnison National Park. Traffic control plan is a requirement for submittal. For bidding purposes, crack sealing will be performed using Deery 3723 crack sealant or equivalent for the innate characteristics. Cracks must be cleaned using compressed air prior to sealing and sealing is to be completed with a flush application method. Crack sealing will occur on all paved roads at the Black Canyon of the Gunnison National Park starting at the cattle guard prior to the entrance/fees station of the park, excluding the East Portal Road section. It is required for contractor to inspect roads on their own as no site visit will be scheduled. Main areas of interest are South Rim Drive, all pull outs along South Rim Drive, 3 Camp Ground Loops and access road/parking area, Visitor Center Parking, Tomichi Over look Parking (Map in Packet) *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. All onsite work is estimated to be performed: 1-30 Sep 22 Goals for Minority Participation for Each Trade Goals for Female Participation for Each Trade 10.2% 6.9% (nationwide goal)
