Site work and paving for a mixed-use development in Lakeport, California. Completed plans call for site work for a 90,000-square-foot road / highway; and for paving for a road / highway.

The intersection of State Route 29 ("SR 29") and Lakeport Boulevard is one of three access points to the City and is the closest to the City Center. The adjacent intersection of Bevins Street is one of the most impacted intersections in the City. These intersections serve a large portion of the undeveloped portion of Lakeport on the west side of SR 29. These include the development of the Lakeport Hub commercial center (90,000 square feet) off of Parallel and Todd Roads to the southwest and a residential mixed-use project (163 units) off of Parallel Drive to the northwest. To the east of SR 29 there is under development four new low-income housing developments (152 units) and the proposed new courthouse at the southwest corner of Lakeport Boulevard and Larrecou Lane which would also affect these intersections. The purpose of the PSR is to examine the alternatives to the current status of the intersections of Lakeport Boulevard with the southbound SR 29 ramps (west of Highway 29), the northbound SR 29 ramps east side of SR 29, and the Bevins/SR 29 intersection. Previous studies have indicated installing a traffic signal at these locations and signal alternatives need to be evaluated as part of the PSR. The suggested improvement has been traffic signals which are considered unsatisfactory by the City. The completed project study report shall comply with all current Caltrans Project Development Procedures Manual. The report will be divided into sections, one for each location (southbound ramps, northbound ramps and Bevins. The following report information is based on the City's understanding of the project. However, the City is unfamiliar with this type of PSR as the City has never undertaken a project which involves a Caltrans highway. The consultant shall comply with the concept of the Scope of Work and also satisfy all Caltrans requirements for the PSR. The consultant shall provide a detailed scope of services which includes all of the elements contained herein and any others required to fulfill Caltrans requirements for a Project Study Report as referenced. The City may change the scope of services unilaterally. If alternatives or changes to the scope of services are proposed by City, proposed Consultants or Contractors will be asked to provide details of changes, rationale for changes and associated fee categories if applicable. The schedule of activities related to this contract is as follows: Activity Date RFP Mail-out June 14, 2022 Written Question Submittal Deadline July 6, 2022 Proposal Submittal Deadline July 27, 2022 Presentation/Interview (if needed) August 3, 2022 Tentative Contract Award August 10, 2022 Tentative Contract Effective Date August 24, 2022 Responses received within the prescribed deadline become the property of City of Lakeport and all rights to the contents therein become those of City of Lakeport. The City Manager shall consider any matter appealed during a scheduled hearing, within thirty days of receipt. The decision of the City Manager shall be final with respect to the matters of fact. City of Lakeport may waive an immaterial deviation in a proposal. Waiver of an immaterial deviation shall in no way modify the Request for Proposals documents or excuse the respondent from full compliance with the contract requirements if the proposer is awarded the contract.
