The City of Manteca (City) is soliciting proposals from qualified firms for Professional Engineering Services. The purpose of this Request for Proposals (RFP) is to select a consultant to assist the City with the development of Project Initiation Documents (PID) - in the form of a Project Study Report - Project Development Support (PSR-PDS) - for the State Route 120 / Airport Way Interchange and the State Route 120 / Main Street Interchange Projects. The City will select only one Consultant for both Interchanges. The State Route 120 / Airport Way Interchange Improvement Project is located along State Route 120 (SR 120) at approximately mile post 3.2 to 4.2 and is within the jurisdictional limits of both the City and San Joaquin County. SR 120 is a four-lane freeway traversing in an east-west direction. Airport Way is a north-south arterial that serves as a key connection from SR 120 into Manteca and to future development. The City is proposing to improve the existing SR 120 / Main Street Interchange into a Diverging Diamond Interchange (DDI) configuration. The project will construct new on and off ramps and widen Main Street to four lanes from Woodward Avenue and Industrial Drive. A rendered image for the City's proposed SR 120 / Main Street DDI is shown in Figure 2. The project will enhance circulation and mobility, and provide operational and safety improvements. The project has been planned to address the anticipated traffic generated from local development and growth, and enhance mobility for vehicle traffic, bicycles and pedestrians, including a grade-separated Class I bikeway and pedestrian path.
