The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in the Contract Documents. This Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Proposals. Actual quantities of Work to be performed may vary at the discretion of the City Engineer. The City of Norwalk owns and operates the Norwalk Municipal Water System (NMWS). In addition to the NMWS, the City owns and operates portions of the City of Artesia's (Artesia) water system. Water meter reading and related services under this scope of work will be for Artesia's water system only. The NMWS serves an estimated population of approximately 22,280 through approximately 5,362 service connections in portions of the City of Norwalk, Artesia, and a small unincorporated Los Angeles County area. Golden State Water Company, Liberty Utilities, the City of Santa Fe Springs, and the City of Cerritos provide water service to the remaining areas of the City. This scope of work will be for a small portion of the City's overall service connections (see attached map). The routes included in this scope of work are: Route 21 and Route 22 only (approximately 489 meter connections). The City reserves the right to reject any Bid or all Bids, and to waive any irregularities or informalities in any Bid or in the bidding, as deemed to be in its best interest.
