The proposed project involvesthe removal of obstructionsthat violate the airport's approach surface via: tree trimming, tree removal, selective clearing and grubbing, and seeding/mulching at the Crossville Memorial Airport and adjacent properties Each proposal must be accompanied by a Bidder's Bond on the form contained in the Proposal from a Surety Company acceptable to the Owner or a Cashier's Check or Certified Check made payable to the City of Crossville for not less than 5 percent of the total amount of the bid. A 100% Contract Bond will be required upon successful bid as part of the execution of the project contracts. The Owner reserves the right to reject any and/or all bids, to waive any informalities and technicalities in the bids received and to accept any bid which, in its opinion, may be in the best interest of the Owner. The complete examination and understanding of the Plans and Specifications and the proposed work site is necessary in order for the bidder to properly submit a proposal. Time limit for completion of the work is as shown on the proposal. Liquidated damages for delay of completion of contract will be in accordance with the General Provisions of the Specifications. All bidders must be licensed contractors as required by the Contractor's Licensing Act of 1976, T.C.A. 62-6-101, et.seq The project will be funded in part by a grant from the federal government. The contract for this project is subject to the Equal Employment Opportunity Requirements of Executive Order 11246, as amended contained in Section C of the project specifications. The bidder/proposer shall make good faith efforts, as defined in 49 CFR Part 26, Regulations of the Secretary of Transportation, to subcontract a portion of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals(DBE). The percentage goal of the prime contract to be subcontracted to DBEs is 9.61%. Individuals who are reputably presumed to be socially and economically disadvantaged include women, African Americans, Hispanic Americans, Native Americans, Asian-Pacific American, and Asian-Indian Americans. The apparent successful competitor will be required to submit information concerning the DBEs that will participate in the contract. The information will include (1) the name and address of each DBE, (2) a description of the work to be performed by each named firm; and (3) the dollar value of the work. If the bidder fails to achieve the established DBE goal, it will be required to provide documentation demonstrating that it made good faith effortsin attempting to do so. A bid that fails to meet these requirements will be considered non-responsive. The City of Crossville, in accordance with Title VI of the Civil Rights Act of 1964 (42 U.S.C. 200d) and 49 CFR Part 21, Non-discrimination in Federally-Assisted Programs of the Department of Transportation, hereby notifies all bidders that it will affirmatively ensure the minority business enterprises are afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or natural origin in consideration of award.
