To ensure fair consideration and equal access to information for all Consultants, the questions and answers will be sent via e-mail to each Consultant who has submitted a "Notification of Interest." Any other contact in reference to this RFQ, prior to the time an award decision has been made, will result in disqualification of the firm. Oral answers will not be authoritative PURPOSE & PROJECT DESCRIPTION The Town of Huntersville is accepting Request for Qualifications (RFQ) for consulting services to perform preliminary planning, engineering, design, and construction administration for the installation of a splashpad in one of the Town's parks. The consult will provide preliminary planning for two different sites for the Town to consider. The consulting services will include scoping of the project, splashpad amenities, and associated site amenities to include drainage, storm water, construction documentation, permitting with local and state agencies, bidding assistance, construction administration, project closeout, and post-occupancy problem solving. The request for a splashpad was one of the most requested park amenities in the 2020 Huntersville Park and Recreation Master Plan. The Town is considering two park sites for its first splashpad. North Mecklenburg Park and Waymer Park. North Mecklenburg Park is a 98-acre District Park and Waymer Park is a 13-acre Neighborhood Park SCOPE OF SERVICES The Town is seeking qualified, experienced consultant teams ("Consultant") to provide design and construction administration services for the Town's first splashpad. The project will include investigating two sites for consideration. The following is a minimal list of project requirements: 2.1. SITE VISITS a. One site visit with Town Staff to review project parameters. 2.2. SCHEMATIC DESIGN b. Meet with Town Staff on a regular basis to finalize project scope, review design opportunities and constraints, and implement the project. c. Obtain a field survey for the areas of work, which shall include property boundaries (if needed), topography, built features, utilities, wetlands, stream buffers, other natural features, and trees if needed. d. Conduct code and zoning research on safety, function, transportation, and accessibility. Identify regulatory agencies and permits required for the project. e. Assess programming needs with staff and any potential partners. f. Review current splash pads nearby and research changes in manufacturers and construction methods to allow staff to make a proper material selection based on programming, cost, and maintainability. g. Develop conceptual options for two site and field layout with preliminary cost estimate including construction contingency of 10% for evaluation with staff and other project partners. Attend staff review meetings and finalize preliminary concept. h. Prepare schematic drawings for review. i. Attend staff design review meetings and provide written response to staff for review and comments. 2.3 CONSTRUCTION DOCUMENTATION SERVICES a. i. Prepare construction drawings and specifications (project manual); ii. Reviews by the staff project team of both the drawings and project manual at 60% completion, 90% completion, and at 100% completion; and iv. The design team will meet with the staff project team to discuss and review comments at the 60%, and 90% stages of completion. c. Coordinate all adjacent park features surrounding scope site, such as, but not limited to, walkways, fencing, and drainage. d. Coordinate all affected utilities such as water, sewer, and electrical. 2.4 CONSTRUCTION ADMINISTRATION a. Construction Observation - Includes attending pre-construction conference; attending monthly progress meetings; attend other meetings as needed; review and approve all submittals and RFI's; approval of pay applications; review of change order; attend punch-list inspections at both substantial and final completion; and addressing design questions (RFI's) that arise during construction. In addition, Consultant shall keep minutes of all meetings b. As-Built - At the completion of the construction project, provide a digital set (AutoCAD) and one sealed set of PDF's of as-built plans. c. Management Plan - At completion of construction project, compile all product information including all warranties and maintenance procedures into a concise document for Town Staff to use.
