Renovation of a library in Beverly, Massachusetts. Completed plans call for the renovation of a library.
As of April 17, 2023, this project is in the early design stage and is bidding for a builder. A firm timeline for construction has not been established. The closed solicitation has been included below for reference. Construction Management Services as defined in M.G.L. c. 149A for the Main Beverly Public Library located at 32 Essex St. Beverly. The project scope consists of HVAC Upgrades and Geothermal Well installation. Upgrade HVAC system to Geothermal heat pumps to offset all fossil fuel heating use. Project scope will change the HVAC system type to a geothermal heat pump system, utilizing a Ground Heat Exchanger (GHE) to move heat energy from/to the ground to support heating and cooling. The GHE consists of an array of Vertical Closed-Loop borings which would be situated under the parking lot. The geothermal system would utilize distributed Ground-Source Heat Pumps (GSHPs) for heating & cooling throughout the Library, and a Direct Outside Air System (DOAS) RTU to provide conditioned ventilation air. The GHE borings would be connected by a piping loop to the GSHPs and DOAS unit to create the ground-source water loop. Contractor Qualification DCAMM Certificate The City of Beverly is located in northeastern Massachusetts in Essex County, approximately 18 miles from Boston. It is bordered on the west by the Town of Danvers, on the north and east by the Town of Wenham, and on the east by the Town of Manchester-by-the-Sea and the Atlantic Ocean. Beverly was established as a town in 1668 and incorporated as a city in 1894. The City has a population of 41,293 2022 federal census) and occupies a land area of 15.14 square miles. Beverly is governed by a Mayor and a nine-member City Council. The Beverly Public Library is located at 32 Essex Street in Beverly, MA. The building was designed by architect Cass Gilbert in the Beaux Arts style in 1913. Gilbert was also the architect of the Minnesota State Capitol, the Woolworth Building in New York City and the United States Supreme Court. The building was later renovated and expanded in 1993. The 1993 renovation included a 4-story expansion and the installation of the mechanical HVAC equipment that presently serves the facility. The Library is actively used by City residents as a community center for educational events, recreational clubs, student gatherings, book discussion groups, and art showcasing, and loans over 350,000 items annually to almost 27,000 regular borrowers. The HVAC equipment serving the Library is at the end of its useful life and is in need of replacement. In particular, the condensing unit serving one of the Roof-Top Units (RTUs) which provides approximately 40% of the cooling for the Library is failed. The HVAC cooling systems use the refrigerant R-22, which is being phased out. As a result, repairs to existing equipment will be increasingly costly as the equipment ages so replacement of HVAC equipment with an alternative system type is being planned. The project will be subject to the minimum wage rates set under the Massachusetts Prevailing Wage Laws. Workforce utilization goals promulgated by SDO will apply to the project. The Minority Business Enterprise and Women Business Enterprise (MBE/WBE) participation goal for this Contract will be established prior to the issuance of the Request for Proposals (RFP). The combined goal is anticipated to require a reasonable representation of both MBE and WBE firm participation on the project as further set forth in the Owner-CM Agreement and the General Conditions of the contract. Pursuant to M.G.L. c. 30, 39S(a)(2) all employees to be employed on the Project must have successfully completed a course in construction safety and health approved by OSHA and of at least 10 hours in duration. The selected Construction Manager will be required to utilize a web based system for project communication, tracking, etc.
