The Clear Creek Conservation District (CCCD) is requesting cost proposals for engineering services to assess stream restoration potential along a 2.9 mile long degraded segment of Muddy Creek located south of Buffalo, WY. Project Description and Scope of Work The CCCD is coordinating a feasibility assessment and concept design development effort for stream restoration along a degraded segment of Muddy Creek. The objectives of restoration are to stabilize active and potential incision points, and rehabilitate degraded segments to improve bank stability, channel conditions, floodplain connectivity, and riparian habitat diversity and productivity. The ultimate goals are to improve stream and wetland features along the stream corridor for the benefit of fish, wildlife and ranching operations. Requested tasks and deliverables include: Describe the current hydrology along Muddy Creek, which is regulated by upstream storage reservoirs (identify flow hydrograph, sediment yield and stream power characteristics associated with regulated hydrology). Map the extent of channel incision (e.g., bank height ratio) and identify rehabilitation reaches along 2.9 miles of degraded/degrading stream corridor (a LIDAR survey layer is available). Prioritize restoration treatment reaches, indicate preferred treatment options and estimate reach level treatment cost. Provide concept level (typical) restoration treatment designs for identified reaches. Propose additional assessments needed to complete permit ready (~60%) designs. Additional rehabilitation projects on other properties that address incised channels and disconnected floodplains may occur within the Crazy Woman Creek watershed contingent upon the demonstrated success of these rehabilitation efforts. Restoration designs should consider: Stabilizing active headcuts and meanders segments that are at risk of meander neck cut-offs. Reconnecting abandoned meanders. Realigning channel segments on existing terraces to reconnect floodplains. Widening incised or entrenched segments to provide an inset floodplain. Modifying (converting) channel segments to provide grade control and increase the floodprone area where floodplain reconnections aren't feasible. Developing temporary wetlands along reconnected floodplains. Selection Criteria The CCCD will review proposals and make a selection by August 16, 2022. While the proposed cost of services will be considered, it will not be the only criterion. Criteria to be considered include, but are not limited to: Qualifications and experience in performing the requested services. Examples of restoration treatments appropriate for fine textured stream corridors provided. Proposed timeline for completion of services. A reasonable project costs/rate schedule. Description of your qualifications. Examples or typical designs of restoration treatments appropriate for rehabilitating degraded/degrading prairie streams. Proposed timelines for completing feasibility assessment and concept designs by March 31, 2023.
